CFPB CYBERSECURITY SUPPORT SERVICES III

Blanket Purchase Agreement (BPA) Performance Work Statement

1.0 OVERVIEW/BACKGROUND

On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Act"), which created the Bureau of Consumer Financial Protection (CFPB).

Under the Act, part of CFPB’s mission is to establish and enforce clear, consistent rules for the financial marketplace, protect American families from unfair financial practices, and develop and implement a strategy to improve the financial literacy of consumers. For more background on the CFPB, please see http://www.consumerfinance.gov/the-bureau/.

In July 2011, the CFPB became operationally independent as a Bureau. To assist CFPB in sustaining and maturing business and Information Technology (IT) processes, continued Contractor support is warranted to leverage industry leading practices and innovations to meet the growing demands from internal and external customers for secure, reliable, and timely customer-centric solutions.

The E-Government Act (Public Law 107-347) passed by the 107th Congress, and signed into law by the President in December 2002, recognized the importance of information security to the economic and national security interests of the United States. Title III of the E-Government Act entitled the Federal Information Security Modernization Act of 2014 (FISMA) which requires each federal agency to develop, document, and implement an agency-wide information technology security program to provide safeguards for the information and systems supporting agency assets and operations, including those provided or managed by another agency, Contractor, or other source. To meet FISMA requirements, several special publications, standards, and guidelines were created by the National Institute of Standards and Technology (NIST) detailing risk management methodologies for security assessment, continuous monitoring, and security authorization.

As a steward of sensitive information, the CFPB has fiduciary responsibility and requirements under applicable laws and regulations to protect and safeguard the information by instituting an information security program. The CFPB seeks Contractor support to establish, manage, and operate a CFPB Cybersecurity program. This Performance Work Statement (PWS) is being issued to establish one or multiple Blanket Purchase Agreements (BPAs) awards to assist the CFPB in satisfying the demand for Cybersecurity services to secure cloud services, infrastructure, and applications; and to achieve and maintain information security compliance for the Bureau.
