PEO DHMS
CFO 3.0 TRANSFORMATION INITIATIVE
June 2, 2022
PART 1: EXECUTIVE SUMMARY
Requiring Activity: Program Executive Office- Defense Healthcare Management System’s (PEO DHMS) Chief Financial Office (CFO)

Desired Services
The CFO is seeking information on contractor interest in providing innovative and transformational business strategies to align the CFO office with broader PEO-DHMS strategy. The CFO seeks to transform into a world-class financial office that integrates and operationalizes the best practices of Government and leading information technology companies.
The CFO seeks innovative solutions to problems in the following areas:
Consolidation and integration of financial planning and analysis (FP&A), budget management, and budget execution support within the CFO office to maintain efficient, effective fiscal stewardship, making every dollar count
PEO DHMS lacks access to timely financial information to support decision making across the acquisition process (portfolio and product planning, relationship development, execution)
Financial controls are not consistently applied across the portfolio to ensure efficient, standard compliance with FISCAM requirements
Financial data is considered company proprietary (Trade Secrets Act), but access to that data is required across the CFO functions
The CFO is contemplating the award of an Other Transaction Authority Agreement in accordance with 10 USC § 4022. The CFO is seeking responses from non-traditional defense contractors as defined as an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section (10
USC § 3014).
Questions and feedback are encouraged throughout this acquisition process.
Anticipated Award: The solicitation for this effort may result in single or multiple awards. The resulting contract may be an Other Transaction Authority Agreement if market research supports that strategy.

PART 2: RELEVANT INFORMATION
As a nation, our health is one of our most critical and important resources. Whether in the context of maintaining economic output, the readiness of our military to defend our national security, or paying the debt we owe to those who made sacrifices to do so, a healthy society is the engine for these activities. The Office of the National Coordinator (ONC) published its 2020-2025 Federal Health IT Strategic Plan (the “Plan”), laying out the Federal Government’s role in healthcare and how it uses Health Information Technology (Health IT) to fulfill that role. In short, the Government regulates, purchases, and uses healthcare while also regulating, purchasing, developing, and using Health IT. The Plan further lays out some of the biggest challenges facing the healthcare industry and how the Government plans to use technology to address these and improve health outcomes. Among these are cost growth, capacity in the system, and poor health outcomes especially in areas such as obesity, substance abuse, and mental health.
PEO DHMS is a key Federal Health IT partner, and is chartered to deliver the single Electronic Health Record (EHR) and other Health IT for the Departments of Defense (DoD), the Department of Veterans Affairs (VA), and the United States Coast Guard (USCG). Sitting at the nexus of healthcare and defense, which together account for approximately 40% of that national budget, PEO DHMS is in a unique position to substantially impact strategic challenges facing the nation. National defense, like healthcare, faces challenges in resources, capacity, and capability that can be addressed through innovative technology strategies.
PEO DHMS has constructed a vision for maximizing its impact on healthcare and defense. While many tend to equate PEO DHMS with EHR, PEO DHMS and its subordinate/partner offices have a considerably broader and continually expanding mission. According to data collected by ONC, EHR adoption across the country is approaching 100% (Office of the National Coordinator for Health Information Technology, OCT 2020). The Federal Health IT Strategic Plan looks well beyond core EHR capabilities while PEO DHMS missions are pivoting to provide comprehensive health management, advanced data applications, improved usability, reduced provider/patient burden, and other priorities. PEO DHMS recognizes technology will enable these missions to achieve success.
PEO DHMS delivers on these missions with a strong workforce comprised of federal civilians from multiple Agencies, military personnel from each Service, support contractors, and Prime mission product contractors.
This workforce is organized into major program offices, project teams, coordinating offices, and a back office/corporate team.
PEO DHMS’ workforce strives to deliver world-class technologies in the health information field. In order to succeed at one of the Department of Defense’s most important missions, PEO DHMS must, to the greatest extent possible, ensure its technologies and conduct are indistinguishable from those of leading private-sector technology firms.
PEO DHMS recognizes that these changes will drive considerable growth in requirements and complexity.
Moreover, PEO DHMS is cognizant that the organization is not currently constructed to handle even its current product line efficiently let alone a significantly expanded one.
SECTION 3: REQUEST FOR INFORMATION PROCESS
To conduct a market survey and determine the best solicitation approach, PEO DHMS/CFO seeks responses to this Request for Information. PEO DHMS/CFO strongly encourages interested parties to provide feedback or questions regarding the needed solution.
A. Response Guidelines
Interested parties are requested to respond to this RFI with a white paper or a slide deck. Submissions shall not exceed three pages, including the cover sheet and all figures, tables, and charts. Submissions may be submitted in the form of a slide deck that shall not exceed six slides, including the cover slide and all figures, tables, and charts.
All pages shall be formatted for printing on 8-1/2 by 11-inch pages with 1-inch margins and font size not smaller than 11-point. Alternatively, slides shall be formatted on 13.33 by 7.5-inch (16:9 widescreen) slides and font size not smaller than 11-point font. Font sizes of 8- or 10-point may be used for figures, tables, and charts. All files must be in .PDF formats. Submissions must be written in English. All pages and slides shall be numbered.

Companies who wish to respond to this Request for Information should send responses via email no later than June 9, 2022 to J. R. Oliver at j.r.oliver.civ@mail.mil. Responses may be utilized in the development of future draft solicitations. The Government will not reimburse companies for any costs associated with the development or submission of their responses.
Questions regarding this Request for Information shall be submitted via email to J. R. Oliver at j.r.oliver.civ@mail.mil. The Government does not guarantee that questions received after June 7, 2022 will be answered.
DHMS-CD and/or CFO representatives may choose to meet with Request for Information respondents and hold one-on-one discussions. Such discussions would only be intended to obtain further understanding of potential capability to meet the CFO requirements, including any development and certification risks.
B. Organizational Conflict of Interest
Please see FAR 9.5 and DFARS 209.5 for background information related to organizational conflicts of interest. PEO DHMS/CFO anticipates the final solicitation will require the execution of corporate nondisclosure agreements and non-compete commitments, and the resulting contract(s) will require the execution of appropriate associate agreements with prime-mission product partners to gain access to technical data and other proprietary information generated during the performance of those contracts.
Additionally, respondents to this notice should be aware that PEO DHMS/JOMIS may utilize contractor support personnel from the below listed companies to review responses and information submitted.

These companies are contractually bound by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information, and they will take all reasonable action necessary to preclude unauthorized use or disclosure of a respondent’s proprietary data. Request for information responses MUST clearly state whether permission is granted allowing the program office support contractors identified above access to any proprietary information.
SECTION 4: DISCLAIMER
This Request for Information is not a Solicitation and should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Request for Information. All information contained in the Request for Information is preliminary as well as subject to modification and is in no way binding on the Government. The Government does not intend to pay for information received in response to this notice.
Responders to this invitation are solely responsible for all expenses associated with responding to this Request for Information. This Request for Information will be the basis for collecting information on capabilities available and is issued solely for information and planning purposes.
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this Request for Information that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. Responses to this Request for Information are not offers and cannot be accepted by the Government to form a binding contract.
