About this file

This is a Request for Information (RFI) and market research document for C-130 Cargo Winch overhaul services. The government seeks to identify potential sources possessing repair data, expertise, capabilities, and experience to overhaul the C-130H Aircraft Cargo Winch (NSN 1680-00-860-3934, Part Number 41750-3-41BG, RMC/RMSC code R1/C) operated and maintained by the United States Air Force and United States Navy. This is the third competitive solicitation for this asset. Technical data required for complete overhaul is owned by two approved sources—Thomas Instruments, Inc. and Cunico Corporation—making competition limited to these sources per FAR 6.302-1, as the government determined it uneconomical to reverse engineer the data or acquire data rights.

The overhaul requirement includes teardown, analysis, overhaul, testing, procurement of spare sub-components, packaging, storage, transportation, data collection, engineering support, and services. Work must comply with Military Specification Mil-W-26217A and Technical Orders 35D4-2-30-1 and 35D4-2-30-4, returning assets to Ready-for-Issue condition while meeting performance thresholds. Services must include obsolete parts resolution and engineering support for Deficiency Reports and Material Improvement Projects. The contractor must furnish all materials, support equipment, tools, and test equipment; maintain and calibrate all equipment; and ensure replacement materials equal or exceed original quality. Responses to the Contractor Capability Survey (Parts I and II) must be received by close of business April 13, 2026. Both large and small businesses are encouraged to participate, with teaming and joint ventures welcomed. Responses should be submitted via email to Caiveon Thomas (caiveon.thomas@us.af.mil) and Joseph Jones (joseph.jones.81@us.af.mil). The survey requests business information, past similar experience, C-130 Cargo Winch overhaul experience, classified material handling capabilities, facility capacity, configuration management processes, obsolescence resolution procedures, inventory management processes, commerciality information, and warranty/return processes.
