October 1, 2024

Subject: Request for Information (RFI) number BZ-2025-01 Response Due Date: October 31, 2024

Introduction Lawrence Berkeley National Laboratory (LBNL) is conducting market research into shipping insurance options for a very expensive and unique scientific instrument.

Background The Gamma Ray Energy Tracking Array instrument (GRETA) is nearing completion. This instrument represents over a decade of development and a significant investment of time and resources. Once completed, GRETA will be moved from the current location at LBNL to the Facility for Rare Isotope Beams at Michigan State University. Damage from a transportation mishap could be catastrophic to this project, so the possibility of insuring this shipment is being investigated.

Details Shipment origin:

Lawrence Berkeley National Laboratory One Cyclotron Road Berkeley, CA, 94720

Shipment destination:

Facility for Rare Isotope Beams 640 S. Shaw Lane East Lansing, MI 48824

Items to be Shipped:

1. Two hemisphere assemblies with a footprint of 4m x 2m each, weighing 4 metric tons each (8 metric tons total for both).

2. Six electronics racks (populated) shipped in 2 sets of three racks per set, with a footprint of 1.5m x 0.8m per set, weighing approximately 400kg per set (800kg total for all six).

3. Three computing racks (populated) with a combined footprint of 1.2m x 2.3m for all three, weighing approximately 500kg each (1500kg total for all three).

4. Three PLC cabinets (populated); two have a footprint of 0.6m x 1mm each, and the third has a footprint of 0.5m x 1m, weighing approximately 320kg each (960kg total for all three).

5. 480V UPS cabinet with a footprint of 1.07m x 0.76m, weighing approximately 760kg.

6. Three 240L liquid nitrogen dewars (shipped empty) with a footprint of 1m2 each, weighing

115kg each (345kg total for all three).

7. Three liquid nitrogen valve boxes; each is a cylinder with radius diameter of 0.52m and a height of 1m, weighing approximately 60kg each (180kg total for all three).

8. Four chillers with a footprint of 0.55m x 0.54m each; two weigh 66kg each, and the other two weigh 82kg each (296kg total for all four).

9. Fifteen packing crates (Pelican type) with a footprint of 24"x40" each, weighing 35kg each

(525kg total for all fifteen).

10. Seven Quad Modules in original crates with a footprint of 1.5m x 1.5m x 1.5m each, weighing

70kg each (490kg total for all seven).

Shipment includes VRLA-Absorbed Glass uninterruptible power supply battery materials.

Crates will have shock- and tilt-indicators where appropriate.

Total shipment will require multiple dedicated trucks with air-ride and temperature control, point-to-point shipment with no rearrangement of load.

Estimated Total Value is $23,700,000.00 USD ($15.3m of electronics and $1.2m per Quad).

Instructions Respondents who can offer possible shipping insurance solutions for the details identified above should email the LBNL Procurement Representative Brian Zatkow at bzatkow@lbl.gov with any and all relevant documentation. LBNL is interested in insuring up to the total value, if possible. Budgetary estimates would be very useful in determining if there is a viable procurement opportunity.

LBNL is an authorized user of the U.S. Department of Energy’s Automated Transportation Logistics and Analysis System (ATLAS) and is eligible for all negotiated rates.

All responses must be submitted by email no later than 3:00pm Pacific on Thursday October 31, 2024.

NAICS Code and Size Standard The North American Industry Classification System (NAICS) Code for this acquisition will be 524210 Insurance Agencies and Brokerages. The corresponding small business size standard is $15,000,000.00.
