1.0 BACKGROUND
The Federal Bureau of Investigation (FBI) is the primary law enforcement (LE) and investigative arm of the United States (US) Department of Justice (DOJ). FBI Security Division (SecD) has the responsibility for Background Investigations (BIs) and Adjudications.
1.1 Terms:
1. Security Clearance: Inquiry into an individual’s loyalty, character, trustworthiness, and reliability to ensure that he/she is eligible for access to national security information.
2. Suitability Investigation: Inquiry into a person’s identifiable character traits and conduct sufficient to decide whether an individual’s employment or continued employment would or would not protect the integrity or promote the efficiency of the service.
1.2 The Background Investigations and Adjudication Services (BIAS) Program:
The Government Accountability Office (GAO) added the Federal Government’s process for conducting personnel security clearances to its High-Risk List in January 2018, an exception to updates that normally occur every two (2) years with each new Congress.
The FBI is an Investigative Service Provider (ISP) that serves the FBI’s numerous clients. The BI and Adjudication requirement supports the FBI and twenty-one (21) outside clients, to include the White House. Well publicized data breaches and leaks 1 are raising the visibility and importance of the BI and Adjudication requirement in identifying security threats that can be exploited. The BI and Adjudication workload driving this variable demand for technological

Federal employees and contractors were stolen.
Attachment AS - Request for Information (RFI) Version 1.2 Page 4 services comes from clients, FBI employees, task force detailees and continuous vetting (CV) requirements due to insider threats, leaks, and breaches.
To provide adjudication analysis/recommendations, grant and/or suspend clearances, as well as to provide investigative results to Other Government Agency (OGA) clients, the FBI must conduct thorough and expeditious BIs.
The FBI is authorized to grant and/or suspend security clearances for its employees, contractors, and task force members. Most of these clearances are Top Secret (TS), requiring initial full-field single scope background investigations (SSBIs) and enrollment in CV services. The objective of a
BI is to develop all information regarding the applicant or the employee that is pertinent to his or her suitability for employment or continued employment by the FBI in a position of trust that requires access to highly sensitive and classified information.
