The RFI seeks qualified vendors to provide capabilities and approaches for monitoring and benchmarking Arizona's tax and regulatory competitiveness, including systematic collection and analysis of data to evaluate tax and regulatory costs imposed on businesses by Arizona and its municipalities compared to other states and municipalities. The RFI was issued on June 11, 2024, with responses due electronically through the Arizona Procurement Portal (APP.az.gov) by June 26, 2024. No pre-solicitation meeting will be held, and the deadline for submission of questions through the Discussion Forum is June 20, 2024. The state may issue a formal Request for Proposal (RFP) based on responses received from this RFI, though no guarantee exists that this RFI will lead to a formal solicitation.
Respondents must address six primary requested items: company overview and relevant experience; capabilities and methodologies for benchmarking tax and regulatory competitiveness; experience and expertise with case studies; data collection and analysis processes; approaches to developing data-informed policy and regulatory reform recommendations; and deliverables including a comprehensive tax and regulatory benchmarking report, interactive competitiveness dashboard, cost of compliance study, emerging industry regulatory analysis (specifically addressing autonomous vehicles and artificial intelligence), and small business regulatory climate survey. Respondents must also provide estimated project timelines with key benchmarks and reporting schedules, identify required staff qualifications, and submit detailed cost estimates itemized by timeframe. The RFI does not specify a budget ceiling, and responses to this RFI are not considered binding offers and cannot form a contract. Respondent expenses are the sole responsibility of respondents, and information submitted may remain confidential until the procurement process concludes or two years from the RFI due date, whichever occurs first.
