Temporary & Portable Bridges

This RFI does NOT constitute a Request for Quote/Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of any future solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this RFI and/or any follow up information requests. The Government reserves the right to either respond or not respond to any specific information, questions, or comments submitted in response to this RFI. Any information submitted by respondents as a result of this notice is strictly voluntary.

BACKGROUND

This RFI / Sources Sought is being issued by the GSA/FAS/PSHC/R10 AAS on behalf of the Bureau of Land Management (BLM). The BLM has an extensive road network and a responsibility to manage the land. Timber sale projects often require stream crossings. Many of these stream crossings (typically culverts) are undersized, failing, missing, and/or are barriers to aquatic organism passage. Because of the cost of reconstructing these stream crossings, some areas are dropped from management consideration. The BLM, its contractors, and other project partners have a need to cross streams, quickly, easily, affordably, and temporarily to access more of its land base.

Similarly, when stream crossings are being repaired and/or upgraded, bypass roads are necessary to facilitate travel from one side of the stream to the other; especially important for private landowners who may live on the other side of the stream crossing and for emergency egress. The BLM, its contractors, and other project partners have a need to cross streams cleanly and temporarily to ensure water quality is preserved while road access is maintained.

The BLM has a requirement for two (2) temporary and portable bridges. The bridges are to be used for multiple stream crossings for various projects including, timber sales, bypass roads during culvert replacements, and wildfire suppression.

PROPOSED PERIOD OF PERFORMANCE (POP)

The proposed POP for the task order, if a task order is issued, is 12 months from date of award. Delivery of product(s) should be withing this 12-month period.

REQUEST FOR INFORMATION / SOURCES SOUGHT

The purpose of this RFI / Sources Sought is to request information regarding temporary and portable bridges as stated above. The Government intends to use this information to assist in vendor identification; potential contract vehicle; and potential for a set aside to small businesses.

The Government seeks vendor information to potentially procure one (1) 25’ - 40’ temporary & portable bridge and one (1) 51’ - 80’ temporary & portable bridge. Bridges shall have U80 load rating capable of passing a fully loaded 80,000 lb log truck, assorted passenger vehicles, heavy equipment, and emergency vehicles; a minimum of 14’ wide once assembled (assembly not included in the procurement); and include a safety curb or rail as part of the fabrication for each bridge. Bridges shall be fabricated and include delivery.

Please provide a capability statement for your company that speaks to the above requirements and include any technical questions you have regarding the requirement.
