About this file

This is a Request for Information (RFI) issued by Tobyhanna Army Depot (TYAD) seeking qualified vendors to produce unfinished Advanced Combat Helmet (ACH) ballistic bolts and ACH/Enhanced Combat Helmet (ECH) nuts. The RFI aims to establish Multiple Blanket Purchase Agreements (BPAs) with vendors approved by Product Manager Soldier Protective Equipment (PM SPE) for a five-year ordering period. Vendors must machine ballistic hardware using specific technical data packages, with materials including 4340 Alloy Steel, and meet strict manufacturing requirements such as hardness specifications, material traceability, and quality management standards compliant with ISO 9001-2015.

Interested organizations must submit a capability statement demonstrating PM SPE qualification, with preference for small businesses and those with socio-economic certifications. Submissions should include company details, points of contact, and any teaming arrangements. The hardware will undergo rigorous Lot Verification Testing at Aberdeen Test Center, with vendors responsible for corrective actions if testing fails. The RFI is an open announcement with no specific closing date, and responses should be emailed to the designated point of contact, Mr. Steven Wiltz at Tobyhanna Army Depot.

1.0 BACKGROUND AND OBJECTIVES:

Tobyhanna Army Depot (TYAD) is a recognized leader in providing world-class logistics support for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Systems across the Department of Defense. Tobyhanna's unparalleled capabilities include full-spectrum support for sustainment, overhaul and repair, fabrication and manufacturing, engineering design and development, systems integration, technology insertion, modification, and global field support to our Warfighters. This RFI is issued as a means of conducting market research to determine the availability of industry sources with the capabilities and capacity to provide ballistic hardware in support of TYAD C5ISR Mission.

Army Contracting Command-Aberdeen Proving Ground, Tobyhanna Division, intends to issue Multiple Blanket Purchase Agreements (BPA) to qualified sources approved by Product Manager Soldier Protective Equipment (PM SPE) only. Additional BPAs will be added as vendors become qualified. All BPA requirements for Ballistic nuts and screws shall be competed amongst all BPA holders.

BPAs will be established with for a five (5) year ordering period.

2.0 SUMMARY OF REQUIREMENT:

TYAD has recurring requirements for ballistic hardware and is seeking qualified approved sources that have been qualified and approved as a source of supply by PM SPE with the capability to provide these items. TYAD Lean Six Sigma practices favors a Just-In-Time approach to ordering, delivery and storage of material. Therefore, interested parties should have the capability and established supply chain to consistently obtain and deliver these item within agreed upon delivery times upon receipt of funded order.

3.0 REQUIREMENTS:

The Government is seeking approved qualified vendors for the production of the unfinished Advanced Combat Helmet (ACH) ballistic bolt and ACH/Enhanced Combat Helmet (ECH) nut. The vendors must be qualified by Product Manager Soldier Protective Equipment (PM SPE) in order to provide ACH ballistic bolts and ACH/ECH nuts to support this requirement.

The ballistic hardware must be machined in accordance with the latest revision technical data packages (TDP) 139-00-0001U Screw, 10-32 Flat Head Rear, Unfinished - Revision “J” and 139-00-0002U Nut, 10-32 Front Revision “J”. All ballistic hardware shall be made with the permitted material, meet the Rockwell hardness, and meet the specified tolerances as called out in the notes of the TDP. All hardware must be delivered unfinished but protected from rust and decay.

Applicable Standards/Specifications: ASME Y14.100, Engineering drawing practices, ASME Y14.5-1994 Dimensions and tolerances, ASME Y14.38, Abbreviations Material: 139-00-0001U Screw, 10-32 Flat Head Rear, Unfinished - Revision “J” – 4340 Alloy Steel, Condition annealed per ASTM322, E-4340 Alloy Steel, Condition annealed per AMS 6415, Shall be a required hardness of 19-25HC, Remove all Burrs and Sharp edges, No Finish, Coat hardware with oil for rust prevention.

139-00-0002U Nut, 10-32Front Revision “J” - 4340 Alloy Steel, Condition annealed per ASTM322, E-4340 Alloy Steel, Condition annealed per AMS 6415, Shall be a required hardness of 19-25HC, Remove all Burrs and Sharp edges, No Finish, Coat hardware with oil for rust prevention.

Each order of hardware must be comprised of the same heat lot material. The order of hardware will be considered a “lot” and must have complete traceability back to the heat lot it was manufactured from. The vendor must provide Certificates of Conformance (CoC) proving the order quantity, chemical composition, date inspected, and date ordered for the material used in each “lot”. This documentation may be provided electronically or as a hard copy.

Each order of hardware must have inspection sampling of 2% (1 of every 50 pieces shall be inspected for all tolerances and dimensions called out on the TDP). Vendors shall document all of the necessary areas being inspected and provide the documentation to TYAD with each shipment electronically to the TYAD representative.

Vendors shall maintain consistent sourcing of all material and tooling utilized for the manufacturing of the hardware. Traceability for sourcing material, machine tooling, machine lubricants, inspection equipment, and other products that come into contact with the hardware shall exist. Any desired changes should result in notification to the Government, prior to implementation, by means of an Engineering Change Request (ECR) form, for Government analysis and authorization. Approved ECR forms will include additional testing requirements, should they be deemed necessary, to validate Government authorization. No changes to the PM SPE approved Product Verification Test (PVT) configuration shall be implemented without an approved ECR form.

Vendors will be required to support the Government during inspection reviews of their facilities. PM SPE and TYAD representatives will provide advanced notice for any visit. Inspection reviews will be made to examine the entire process for the manufacture of the ballistic hardware, review all work instructions and surveillance plans, and to allow for open discussion with all parties to be certain every aspect of the production is in line with the Governments expectations.

Each “lot” of hardware will undergo Lot Verification Testing (LVT) at Aberdeen Test Center (ATC), Aberdeen Proving Ground, Maryland. Upon completion of finishing and inspection at TYAD, a sample of ballistic bolts and ballistic nuts will be randomly selected and provided for further inspection and ballistic testing. The hardware must meet Hardware Physical Characteristics and Resistance to Penetration and will be analyzed by ATC prior to report release. The ATC report and all documentation for the hardware (CoCs, vendor inspection reports, TYAD inspection reports) will be analyzed and graded by PM SPE for final approval for the Government to accept.

In the case of LVT failure, PM SPE will issue a Corrective Action Request (CAR) through TYAD. Vendors shall be responsible for completing the CAR and shall follow the PM SPE CAR from. PM SPE approval of the CAR will communicate verification testing requirements up to and including a new PVT. Vendors shall be responsible for all Corrective Actions and associated costs for hardware that fails testing and/or does not meet all Lot Verification Test (LVT) requirements.

In the event the vendor does not manufacture hardware over a twelve (12) month period, the government will need to perform a new PVT, at government cost, prior to new contractual orders to validate that the vendors ability to produce and that their product still meets the ballistic requirements set forth.

Vendors shall operate to and continually improve a Quality Management System (QMS) in compliance with ISOv9001-2015.

To request a copy of the TDP, organization shall have an active registration in the Joint Certification Program Website in order to obtain a copy of the drawings. This is the link to the JCP:
