About this file
This is a Request for Information (RFI) issued by the Maryland Department of General Services (DGS), Office of State Procurement (OSP), seeking market research data on reverse-auctioning services providers. The RFI, numbered BPM057604, was issued on June 16, 2026, with a closing date of July 1, 2026, at 3:00 PM local time. Responses must be submitted via email to Procurement Officer Tierra Ali-Said at Tierra.Ali-Said1@maryland.gov. The scope of work requires the selected contractor to provide reverse-auctioning services statewide, including hosting an online auction platform capable of accommodating up to 10 participating bidders, conducting 3-to-5-minute bidding rounds to capture commodity prices in real-time, coordinating schedules with the State, and delivering final auction results. The State intends to subsequently solicit and award a fixed-price, indefinite delivery, indefinite quantity contract for multiple years with anticipated renewal options, though contract term length and geographic region designations have not yet been finalized.
DGS OSP requires all respondents to provide accurate pricing samples based on current Consumer Price Index (CPI) and Producer Price Index (PPI) metrics, with pricing structured by year and number of bidding rounds. The RFI indicates the State's interest in designating one or more contract portions to small businesses, minority-owned businesses, and veteran-owned businesses, with small business preferences potentially available. Small businesses, minority-owned enterprises, and veteran-owned businesses are strongly encouraged to respond. The RFI explicitly states this is not a commitment to procure, award a contract, or reimburse preparation costs, and respondents should identify any confidential or proprietary information with justification for non-disclosure under Maryland's Public Information Act. Geographic regions span six areas covering all Maryland counties, and respondents must indicate capability by county and region.
