About this file

This is a Request for Information (RFI) issued by the U.S. Air Force for market research to identify potential contractors capable of repairing, manufacturing, or engineering F-15 TISS (TEWS Intermediate Support System) components and related F-15 ESTS tester equipment. The RFI covers 16 specific line items including chassis plug-in units, wattmeters, electronic modules, spectrum analyzers, signal generators, circuit card assemblies, fixtures, panels, and sensor components identified by NSN and part number. The Government has determined these items are commercial items and notes that obsolescence issues will require attention. Respondents must provide all materials, support equipment, tools, test equipment, and services, maintaining and calibrating equipment at their facility or a subcontractor's facility. Replacement parts must equal or exceed original material quality.

Responses to the Capability Survey (Parts I and II) must be received by close of business February 23, 2026, submitted electronically to Latonya Jackson (Contract Specialist) and Steve Renfroe (PCO). The survey requests detailed business information including CAGE code, company size classification, small business certifications, and facility/ownership details. Part II requires comprehensive responses on general capabilities, facility composition, prior experience with similar projects, classified material handling, technical documentation generation, monthly repair capacity, quality assurance processes (AS9100 compliance preferred), repair and maintenance expertise, configuration management, obsolescence management, reverse engineering opportunities, and detailed facility/equipment listings with inspection and test procedures. No set-aside decision has been made; the Government will determine final contracting strategy based on small business responses and demonstrated capability. Participation in this market research does not guarantee future solicitation participation, and the Government will not reimburse respondent expenses.

TISS is the standard intermediate level tester for the F-15 Electronic Warfare Suite TEWS.

TEWS suite uses its Built-In-Test (BIT) capability to detect malfunctions and isolate failures to Line Replaceable Units (LRUs). Failed LRUs are removed from the aircraft and sent to the intermediate level of maintenance for test, repair, and re-test. Test and repair of a LRU is accomplished by fault isolation to a Shop Replaceable Unit (SRU). At the intermediate level of maintenance, extensive use will be made of the F-15 TEWS Intermediate Support System (TISS). TISS consists of Automatic Test Equipment (ATE), a Test Program Set (TPS) for each unit under test (UUT) and a Storage Equipment Set (SES).
