About this file

This is a Market Research Survey attachment for a Request for Information (RFI) regarding Stevedoring and Related Terminal Services (S&RTS) at ports in Oman. The survey is designed to gather market intelligence from potential contractors about their capability to provide comprehensive cargo handling services across multiple Omani locations, including the seaports of Duqm, Salalah, and Sohar, as well as Thumrait Royal Airbase and Duqm International Airfield.

The survey contains eleven questions directed at prospective contractors to assess their qualifications and readiness to compete for solicitation TRANSCOM26R017. Key inquiry areas include: company registration and authorization to operate at Omani ports, capability to perform all PWS requirements as prime contractor or through subcontracting arrangements, experience with foreign commercial contracts complying with local labor laws and regulations, ability to maintain minimum productivity levels with adequate labor and equipment, experience with similar projects within the past five years, and readiness to achieve full operational status post-award. The survey also addresses pricing methodology preferences (pricing by piece as Each units for containers and vehicles, or Measurement Ton for breakbulk cargo), System for Award Management (SAM) registration compliance, timeframe for operational readiness, barriers to entry and competition, and any additional concerns relevant to the acquisition. This RFI is issued by United States Transportation Command under the Department of Defense to facilitate market research prior to formal solicitation release.
