About this file

This is a Market Research Survey attachment for a Request for Information (RFI) regarding Stevedoring and Related Terminal Services (S&RTS) in Jordan under solicitation TRANSCOM26R007. The survey is designed to assess potential contractors' capabilities and qualifications to support the anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of performance from February 1, 2027 through January 31, 2032, with an optional six-month extension. The survey addresses eleven key areas of inquiry to evaluate prospective vendors' suitability for the requirement.

The survey requires respondents to demonstrate registration and authorization to operate at designated locations including Aqaba Port, Aqaba Container Terminal, Royal Jordanian Naval Base, Muwaffaq Salti Air Base, and Marka Air Base. Respondents must confirm their ability to perform all Performance Work Statement (PWS) services as prime contractors or identify subcontracting arrangements; provide evidence of prior foreign commercial contracts complying with local labor laws and regulations; and confirm capability to maintain minimum productivity levels for labor, gear, and equipment. Additional requirements include demonstrating relevant experience with similar S&RTS projects within the past five years, accepting the Government's preferred pricing methodology (price per piece for containers and vehicles, Measurement Tons for breakbulk cargo), identifying operational readiness timelines post-award, and disclosing any barriers to competition or facility access. Responses to this market research survey must be submitted by March 11, 2026 at 6:00 A.M. CDT to the identified contracting officer and contract specialist.
