About this file
This document is a Market Research Survey (RFI) for Stevedoring and Related Terminal Services (S&RTS) in Turkey issued by the United States Transportation Command (USTRANSCOM). The solicitation (TRANSCOM25R021) seeks to gather market intelligence for an anticipated Indefinite-Delivery Indefinite-Quantity (IDIQ) contract covering multiple Turkish ports including Iskenderun, Mersin, Tekirdag, Bandirma, Samsun, Izmir, and others. The contract is expected to have a base performance period from 01 June 2025 through 31 May 2031, with a potential six-month extension.
The survey contains 11 detailed questions designed to assess potential contractors' capabilities, including their ability to provide labor, equipment, and services for stevedoring operations, compliance with local regulations, pricing preferences, recent contract experience, operational readiness, and potential barriers to entry. Interested vendors are required to complete the survey and submit responses via email to the specified contracting officials by 6:00 A.M. (CDT) on 08 September 2025. The survey emphasizes that this is a market research initiative and does not constitute a formal solicitation, with no intention to reimburse response preparation costs.
