About this file

This file is a Market Research Survey attachment for the Stevedoring and Related Terminal Services (S&RTS) solicitation at the Port of Rotterdam, Netherlands (TRANSCOM26R003). The survey is designed to gather information from potential contractors regarding their capability to provide S&RTS at UniPort Terminal and other designated terminals within the Port of Rotterdam. The survey requests detailed information about company qualifications, including registered agent status, ability to perform all PWS requirements as a prime contractor, experience with foreign commercial contracts complying with local laws and labor regulations, capacity to maintain minimum productivity levels, and acceptance of piece-based pricing methodology for containers and vehicles (measured in Each units) and breakbulk cargo (measured in Measurement Tons). Respondents must also detail their experience managing labor, equipment, supplies, and materials for similar services, including qualified driver provision for military vehicles.

The survey further requires companies to provide information on recent similar contracts or projects completed within the past five years, including contract numbers, periods of performance, contractor role, dollar values, and scope of work performed. Large business respondents must specify whether they partnered with small business concerns. Additional questions address operational readiness timelines following contract award, barriers to entry in the Port of Rotterdam, SAM registration compliance, and any concerns or questions regarding the proposed acquisition. This survey template does not contain specific response deadlines, award dates, or pricing schedules, but serves as the primary market research instrument to identify qualified vendors for this DoD transportation support requirement.
