About this file

This document is a Request for Information (RFI) for Stevedoring and Related Terminal Services (S&RTS) in Mannheim and Regensburg, Germany, issued by the United States Transportation Command (USTRANSCOM). The government anticipates releasing an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base performance period from 01 October 2026 through 30 September 2031, including a potential six-month extension. The RFI is designed for market research purposes and requires interested companies to complete an information sheet detailing their business characteristics, including company information, size status, and small business certifications.

Responses must be submitted via email to Contracting Officer Cassandra Range and Contract Specialist Connor Breyer by 6:00 AM CDT on 03 November 2025. The information sheet requests details such as company name, physical address, CAGE/NCAGE code, DUNS number, SAM registration status, and company representative contact information. For potential small business set-asides, companies must acknowledge compliance with FAR clause 52.219-14, which limits subcontracting to no more than 50 percent of the contract value to non-similarly situated entities, with an exception for work performed outside the United States by local contractors.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
