About this file

This document is a Request for Information (RFI) for Stevedoring and Related Terminal Services (S&RTS) at the Port of Gulfport. The United States Transportation Command (USTRANSCOM) is conducting market research and anticipates issuing a solicitation for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of 01 June 2025 - 31 May 2030 and an optional six-month extension.

The RFI requests interested companies to complete an information sheet (Attachment 1) and survey (Attachment 2) by 8:00 A.M. (CDT) on 23 August 2024. The information sheet collects company details such as name, address, CAGE/NCAGE code, DUNS number, SAM registration, and business size/status. For small businesses, there is a requirement to acknowledge the 50% limitation on subcontracting. The RFI is issued solely for information and planning purposes and does not constitute a solicitation. The government does not intend to award a contract or reimburse costs associated with preparing responses.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
