About this file

This document is an Information Sheet for a Request for Information (RFI) related to Stevedoring and Related Terminal Services (S&RTS) at Okinawa, Japan, issued by the United States Transportation Command (USTRANSCOM).

The RFI seeks information from industry on solutions and requirements to support a potential future contract for S&RTS cargo handling services at Okinawa, to include receipt, processing, and shipment of Defense Transportation System (DTS) cargo. The contract may require 24/7 operations, 365 days per year. USTRANSCOM is interested in understanding the current market capabilities to inform a future solicitation. The RFI requests company information such as name, address, CAGE/DUNS, SAM registration, size status, and acknowledgement of the 50% limitation on subcontracting to non-small businesses for any resulting small business set-aside contract. Responses are due by August 21, 2024.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
