N00189-15-D-0029 Performance Work Statement (PWS)

TASK TITLE: Fleet Cyber Command/COMTENTHFLT (FCC/C10F) CHALLENGER EACS SYSTEM REFRESH for FCC sites

1.0 PERIOD OF PERFORMANCE: Installation and Test and Acceptance to be completed no later than 270 days after contract award; As-built documentation to be completed no later than 365 days after award.

2.0 PLACE OF PERFORMANCE: The support services required by this PWS shall be performed at U.S. Fleet Cyber Command (FLTCYBERCOM) sites to include Fort Meade, MD, Northwest Annex Chesapeake, VA, contractor facilities as required, and as outlined in the travel section of this PWS.

3.0 BACKGROUND: FCC/C10F N00SE (Security Directorate) has designated the SEIMMP Program Manager as the implementation arm for installation and updates of the PHYSEC systems at FCC/C10F specified sites. FCC/C10F Physical Security systems are comprised of LENEL based Intrusion Detection System (IDS) and Electronic Access Control System (EACS), hereto known as the CHALLENGER or DEFENDER system (pending configuration), and currently utilize AXIS based Closed Circuit Television (CCTV) systems/parts integrated and configured to be used with LENEL software.

4.0 SCOPE: FCC/C10F N00SE requires contractor support services to effect the modifications and refresh to the existing EACS portion of the ESS (known as CHALLENGER) at FCC sites around the world. The scope will include the complete replacement of the existing infrastructure and upgrade of all h/w and s/w. Configuration changes are to be made ISO true redundant operation of the system, both at the command and head-end systems. Duplication of h/w at the command will allow for continuous flow and update of s/w, while redundant efforts in 2 locations will ensure continuity of operations vital to mission success for FCC/C10F.

This project entails modifying the existing CHALLENGER system at Fort Meade as well as the following commands to comply with the security requirements:

NCWDG/FCC. Chesapeake, VA NIOD Groton, CT NIOC Pensacola, FL NIOC Yokosuka, JP NIOC Pearl Harbor, HI IWTG San Diego, CA

The contractor shall coordinate with FCC N42 COR/PMO for scheduling the installation work. The completion of installation with successful Test and Acceptance (T&A) shall be no later than 300 days from award of contract. The contractor shall provide qualified technicians for the tasks required by this effort.

The contractor shall provide scheduling and task updates, as required. Upon completion of the task, red-lined drawings shall be marked representing the as-installed condition, with clear guidance provided by FCC/C10F N42 PMO. These red-lined drawings will be provided to the FCC N42 PMO for review. Once the red-lines are reviewed, the red-lined drawings will be incorporated into existing as-built packages.

At completion of the task, a formal test and acceptance, performed by FCC N42 PMO and other agencies (as applicable), shall be accomplished. Any items left outstanding shall be included into a punch-list for action by the contractor. Basic steps are, but not limited to, the following:

· Upon approval, the contractor shall order material, set scheduling, create project schedule and task preparation and begin task when coordination between FCC N42 PMO and site is achieved.

· FCC N42 PMO shall provide input and monitor installation. Any deviation from the approved BESEP shall come only from FCC N42 PMO and the KO. If, during the installation, contractors are approached to modify or asked questions pertaining to the installation, they are to defer to FCC N42 COR/PMO.

· Upon nearing completion, contractor shall schedule test and acceptance (T&A) of installation work with FCC N42 PMO. This may or may not coincide with end date of tasking, but coordination with PMO is assured to ensure completion is and will be properly documented. T&A shall be performed at the end of the schedule (if feasible), but contractor shall be prepared to complete any punch list items found during testing and acceptance. When feasible, FCC N42 will be accompanied by external customer, i.e. FCC N6 or other as expected.

· Once approved T&A are completed, the contractor shall begin completion of redline drawings into as-built packages for inclusion into the SMDS package. As-built drawings shall be completed within 300 days from award of contract.

All materials/equipment shall be procured in accordance with Section 11 of the Basic PWS and the equipment installation shall be performed in accordance with Section 4.1.2 of the Basic PWS. The contractor shall coordinate all minor construction and property modifications with FCC/C10F N4 and NAVFAC/Facilities as required by the basic PWS.

5.0 TASKS

5.1 INSTALLATION (BASIC PWS 4.1.2)

The contractor shall install equipment and materials as described on the approved 100% BESEP and IDP. Installation standards and practices, as well as final installation checkout, shall be described in accordance with SPAWAR Shore Installation Process Handbook 2003 (12 JUNE 2003). The Government will provide tools and test equipment to support the equipment installation as listed in the Basic PWS, Attachment VII - Scheduled Government-Furnished Property (SGFP).

5.1.1 CHALLENGER Head-end and Control Components

5.1.1.1 The two (2) LENEL CHALLENGER servers, installed at Fort Meade, will be upgraded to Dell Model R740 and upgraded with latest approved Lenel OnGuard version 7.5 or later. The server operating system will be upgraded to Windows Server 2016 (SHB Build) and the Database will be Microsoft SQL Server 2016 or later. The servers are configured in a fail-over arrangement utilizing NEC ExpressCluster software. The NEC software will be upgraded to NEC-EC-A-LANX-R3. Disposition of the existing servers are to be done by others. Full LENEL support will be redirected from previous other contractor to current contractor (McDean – TYTO).

5.1.1.2 A second set of CHALLENGER servers will be configured and tested at NSA Northwest Annex Chesapeake, VA, BLDG 14. Upon successful completion of testing an image will be made and shipped to Fort Meade for installation on the two (2) new, primary servers to be installed in OPS3. The back-up servers, utilized for configuration and testing, will be left at NSA Northwest for use as ‘offsite’ redundant servers. Servers will be configured for disaster recovery utilizing Microsoft express clustering. The servers will be housed within a newly installed rack, powered by dual 30A, 220V circuits. A rack mounted UPS unit will be installed in the bottom of the rack and maintained. The existing firewall and cards will be relocated, with FCC/C10F IT support, into that rack. The rack will have network connecticity relocated as well.

5.1.1.3 The CHALLENGER client workstations will be upgraded to a Dell OptiPlex Model 3060 SFF, an Avocent KVM Model SC140, and a Viewsonic Model VX2457-MHD 24” video monitor. The client software will be upgraded to Lenel OnGuard 7.5 or later and the latest Operating System SHB_WIN10. Client PC’s will be loaded and configured at Fort Meade and shipped to each site for installation. In addition, the new configuration of the clients will ensure redundancy in operation by having dual PC connected to all peripheral devices, i.e. badge printer, camera, reader and printer via the new KVM. As part of this new configuration, a new, approved, dual sided printer will be added to the system.

5.1.1.4 To aid in connectivity using existing cables, a small 4 port switch will be installed to provide dual path connectivity back to the firewall.

5.1.1.5 A new Belkin KVM, Model F1DC108V, will be installed at Fort Meade and connected to the newly installed servers.

5.1.1.6 Lenel ‘X’ series controllers will replace existing Intelligent System Controllers (ISC) per Table below. All ISC’s will be pre-programmed and tested at BLDG 14, Chesapeake, VA.

5.1.1.9 The existing Cisco firewalls will be upgraded to Cisco Model ASA-5525 and the Cisco network switches will be replaced with a new Cisco Catalyst C3850 switch. (To be accomplished by others).

5.1.2 REMOTE SITE LOCATION SPECIFICATIONS

5.1.2.1 Chesapeake, VA

5.1.2.1.1 The existing LNL-3300, will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC. This will be moved and placed in a rack mounted enclosure within the newly installed rack.

5.1.2.1.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.1.3 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.1.5 The existing Lenel Clients will be replaced. An additional Client PC will be installed and configured as a secondary backup client. A ComNet 4-port switch, Model CNGE4TXUS/M, will be installed to allow for network connectivity.

5.1.2.1.6 An Avocent KVM switch, Model SC140, will be installed and connected to both Challenger clients.

5.1.2.1.7 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.2 Groton, CT

5.1.2.2.1 The existing LNL-3300 will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.2.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.2.3 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.2.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.2.5 The existing Lenel Client will be replaced. An additional Client PC will be installed and configured as a secondary backup. A ComNet 4-port switch, Model CNGE4TXUS/M, will be installed to allow for network connectivity.

5.1.2.2.6 An Avocent KVM switch, Model SC140, will be installed and connected to both Challenger clients.

5.1.2.2.7 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.2.8 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.3 Pensacola, FL

5.1.2.3.1 The existing LNL-3300will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.3.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail. The existing fiber optic media converter, connected to the existing LNL-3300, will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16

5.1.2.3.3 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.4 Yokosuka, JA

5.1.2.4.1 The existing LNL-3300 will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.4.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.4.3 The existing LNL-1320’s will be replaced with new Series 3 LNL-1320’s.

5.1.2.4.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.4.5 The existing Lenel Client will be replaced. An additional Client PC will be installed and configured as a secondary backup client. The existing fiber optic media converter will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16 with LC to ST patch cable, to allow for network connectivity.

5.1.2.4.6 An Avocent KVM switch, Model SC140, will be installed and connected to both Challenger clients.

5.1.2.4.7 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.4.8 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.4.9 The existing fiber optic media converter, connected to the existing LNL-3300, will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16

5.1.2.5 Pearl Harbor, HI

5.1.2.5.1 The existing LNL-3300 will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.5.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.5.3 The existing LNL-1320’s will be replaced with new Series 3 LNL-1320’s.

5.1.2.5.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.5.5 The existing Lenel Client will be replaced. An additional Client PC will be installed and configured as a secondary backup client. The existing fiber optic media converter will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16 with LC to ST patch cable, to allow for network connectivity.

5.1.2.5.6 An Avocent KVM switch, Model SC140, will be installed and connected to both Challenger clients.

5.1.2.5.7 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.5.8 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.5.9 The existing fiber optic media converter, connected to the existing LNL-3300, will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16.

5.1.2.6 Pearl Harbor, HI

5.1.2.6.1 The existing LNL-3300,will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.6.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.6.3 The existing LNL-1320’s will be replaced with new Series 3 LNL-1320’s.

5.1.2.6.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.6.5 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.6.6 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.6.7 The existing fiber optic media converter, connected to the existing LNL-3300, will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16.

5.1.2.7 Wahiawa, HI

5.1.2.7.1 The existing LNL-3300will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.7.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.7.3 The existing LNL-1320’s will be replaced with new Series 3 LNL-1320’s.

5.1.2.7.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.7.5 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.7.6 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.7.7 The existing fiber optic media converter, connected to the existing LNL-3300, will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16.

5.1.2.8 San Diego, CA

5.1.2.8.1 The existing LNL-3300will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.8.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. The X4420 will be internally configured to support the secondary comms port. Lenel OnGuard will be configured to allow for communication on the Secondary Connection should the Primary Communication Line fail.

5.1.2.8.3 The existing LNL-1320’s will be replaced with new Series 3 LNL-1320’s.

5.1.2.8.4 New HID piv class readers will be installed to replace the Weigand style. System will be reconfigured to utilize OSDP protocol.

5.1.2.8.5 The existing Lenel Clientwill be replaced. An additional Client PC will be installed and configured as a secondary backup client. The existing fiber optic media converter will be replaced with a 2-port copper to single-port fiber optic converter, ComNet Model CNMC2+1SFP/M with SFP module Model SFP-16 with LC to ST patch cable, to allow for network connectivity.

5.1.2.8.6 An Avocent KVM switch, Model SC140, will be installed and connected to both Challenger clients.

5.1.2.8.7 Existing Cisco firewall will be replaced with new Cisco ASA5520 firewall. This action will be performed by others.

5.1.2.8.8 A second Cat5e network cable will be run from the new USB2-OTGE100 to the Cisco firewall using existing pathway.

5.1.2.9 San Diego, CA

5.1.2.9.1 The existing LNL-3300will be replaced with a pre-programmed LNL-X4420. All associated cabling will be reconfigured to accommodate the new ISC.

5.1.2.9.2 A USB to Ethernet adapter, Model USB2-OTGE100, will be installed on the secondary communication port of the X4420. 5.1.2.10 FCC/C10F HQ, Fort Meade, MD, OPS 3 and NCWDG BLDG 14, Chesapeake, VA

5.1.2.10.1 The ESS head-end equipment rack, located in OPS 3 of Fort Meade, will be re-configured to coincide with changes outlined herein and as indicated in the IDP. The secondary ESS head-end equipment rack will be installed and configured as outlined herein and as indicated in the Installation Design Plan.

5.1.2.10.2 Obsolete hardware and hardware with functional discrepancies will be replaced with new hardware approved by FCC/C10F, N4 for use in the CHALLENGER program.

5.2 MINOR CONSTRUCTION LEVEL OF EFFORT (BASIC PWS 2)

The following specified task efforts, as previously described in this scope, outline all minor construction efforts for this specific task, as outlined in the DON Non-Construction Contracts Containing Construction Work Guide. These levels of effort have been deemed as minor construction in nature and are being provided as directed by KO and NAVFAC regulations, as described in the DON Non-Construction Contracts Containing Construction Work Guide, Table IV: Tripwires. Under this contract, only the labor for these specified tasking will be used to calculate if appropriate labor rates are required for construction efforts.

For this task, the following tasks have been designated as minor construction:

· None

5.3 MISC CONDITIONS RELATED TO INSTALLATION (BASIC PWS 4.1.2)

The following tasking is in direct correlation to the installation and reflects items that must be taken care of as a result of the installation effort. These include, but are not limited to, the following:

· Contractor shall update IDP package throughout installation and provide redlines and changes to SMDS program personnel for implementation.

5.4 TEST AND ACCEPTANCE (BASIC PWS 4.1.2)

Upon completion of the installation, a complete system test of all equipment/systems shall be conducted in accordance with the Test and Acceptance Plan (T&A) developed specifically for this effort. The T&A plan shall include manufacturer suggested test procedures for equipment, sensors, passive devices as well as test results for any installed medium (Fiber, copper, microwave, etc.) with tolerances compliant with industry standards installed under the task. All physical equipment shall be checked for proper installation, cabling, and labeling.

6.0 DELIVERABLES (BASIC PWS 9): The Contractor shall provide the deliverables listed below. Deliverables shall be prepared in contractor format where not otherwise specified by the Government. Deliverables shall be provided to the Contracting Officer Representative (COR) at the Program Management Office (PMO). All final deliverable submissions shall remain the property of the U.S. Government. All revisions shall be due in the specified timeframe as identified by the Government. All methodologies and recommendations shall be reviewed and approved by the Government prior to submission/implementation.

· Updated drawing packages: The Contractor shall provide a redlined drawings package as outlined above. Red-lined packages shall be submitted to SEIMMP PMO for updating within 7 days of return from site, either via soft copy (electronically) or hard copy submission. The As-Built drawings shall be submitted to the government within 90 business days after receipt of the red-line (as-installed) comments from the government. The contractor shall revise the installation drawings reflecting the red-line comments into the as-built condition. Completed as-built documentation shall be delivered to the Government. Drawings shall be reproducible original, full and/or half-size installation drawings. Drawings shall be industry standard compatible CD_ROM disks directly readable by AUTOCAD 2012 (or the latest release specified by FCC/C10F) without conversion. Final acceptance of these as-built drawings shall be pending final review by the government. All documentation shall be retained on government servers and dissemination shall be at discretion of COR, PMO.

· Trip Reports: The Contractor shall submit trip reports upon return from any travel to include purpose, highlights, issues, inspection results and action items/recommendations. Reports must be submitted by the seventh day of return.

· Database reports: Database reports shall be provided periodically and upon request, for software, as outlined in section 5.1, as well as a database for battery replacement as outlined in section 5.5.

7.0 TRAVEL (BASIC PWS 6): The contractor will be required to travel, as needed in support of the requirements of this PWS. All travel shall be coordinated and approved by FCC N42 COR/PMO. Travel to Groton, CT; Pensacola, Fl; Norfolk, VA; San Diego, CA; Oahu, HI, and Japan are required for equipment installation and final test and review. All travel shall be conducted in accordance with the Federal Joint Travel Regulations.

8.0 SECURITY REQUIREMENTS: All contractor personnel shall have a U.S. citizenship and a TS/SCI-CI Poly security clearance as noted in the Basic PWS, Sec 8.

9.0 GOVERNMENT FURNISHED PROPERTY/MATERIAL: Contractors physically located in a FLTCYBERCOM facility shall be provided an NMCI seat and all associated hardware/software that shall be needed to complete above described tasks.

10.0 IDENTIFICATION REQUIREMENTS: All contractor personnel performing under this statement of work shall identify themselves as a contractor employee to avoid creating any impression that they are Government officials. Such identification shall be made in all meetings attended, when answering Government telephones, on all e-mails, and when working in other situations where their contractor status is not obvious to third parties. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

11.0 ENTERPRISE-WIDE MANPOWER CONTRACTOR REPORTING APPLICATION

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the FCC via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
