About this file
This is a Request for Information (RFI) issued by the Department of the Navy Naval Sea Systems Command seeking market research on hydraulic power pack replacements for LHD Ballast systems. The RFI details specific technical requirements for a hydraulic power pack, including precise specifications such as electrical service (440VAC, 3-phase, 60 Hz), assembly measurements not exceeding 60" H x 82" W x 32" D, and a total wet weight limit of 5,915 lbs. Key technical requirements include an axial piston variable displacement pump with a flow capacity between 75-85 GPM, compensated discharge pressure of 400 PSIG, and compatibility with MIL-DTL-901E and MIL-STD-167-1A standards.
The government is exploring market availability of hydraulic power pack materials that can replace existing systems for sea valve actuation, with a focus on gathering information about product capabilities, lead times, and potential enhancements beyond the specified requirements. This RFI is strictly for information gathering and does not constitute a formal solicitation, with the Navy explicitly stating that no contract will be awarded through this process. Respondents are encouraged to provide comprehensive details about their potential solutions to help the government understand available market options for these specialized hydraulic power pack components.

Requirements for Hydraulic Power Pack Replacement on LHD 1-7:
· Provided as full skid/assembly with pump, service tank, discharge/return manifold, filters, and motor.
· Qualified or ability to qualify to MIL-DTL-901E and MIL-STD-167-1A for LHD/A Hulls.
· Ability to interface with existing motor controller, EATON Cutler-Hammer 6962ED2738A, or provide similar. Electrical service: 440VAC, 3-phase, 60 Hz.
· High- and low- level service tank float level switches.
· Assembly measurements not to exceed 60” H x 82” W x 32” D.
· Total wet weight not to exceed 5915 lbs.
· MIL-H-17672, Type 2075TH Fluid
· Axial piston, variable displacement pump; maximum flow capacity between 75 and 85 GPM; compensated discharge pressure set at 400 (+50,-0) PSIG.
· Adjustable, subplate mounted relief valve set at 600 PSIG.
· Thermal bypass at 130F. Chilled Water cooler (already furnished). Connections: Two 1-7/8” straight threaded male pipe couplings and 24 SAE O-rings.
· Discharge manifold with electrically operated directional spool valve interlocked to motor controller which isolates offline pump from distributed system. Connections: 2-inch straight thread male couplings and 32 SAE O-rings.
· 10 micron discharge and return filters
