About this file

This is a Request for Information (RFI) template for Library Subscription Services issued by the United States Patent and Trademark Office (USPTO). The RFI seeks to gather market research on potential vendors capable of providing comprehensive library subscription services, with a focus on eight key areas: customer access issue resolution, timely service notifications, authentication tracking, publication change management, book agent services for monographic content, digital magazine access, subscription services for Patent Cooperation Treaty (PCT) titles, and aggregated/indexed subject-specific databases.

The RFI targets vendors who can provide electronic access to at least 80% of currently subscribed titles, including PCT titles and World Trademark Review, with specific requirements around authentication methods (IP, VPN, and future Single Sign-On), digital platform capabilities, and publisher relationships. The USPTO will use this market research to determine which vendor(s) are most likely to successfully meet their requirements, and only those responding to the RFI will be eligible to compete in an alternative competition method. Participation is voluntary, and submission does not guarantee future contract opportunity, with the ultimate goal of improving the USPTO's ability to process and grant patents through enhanced library subscription services.
