About this file
This is a Market Research Survey for Stevedoring and Related Terminal Services (S&RTS) at the Port of Singapore. The Government is requesting information from potential contractors regarding their capabilities to provide comprehensive cargo handling services including stevedoring, longshoring, vessel operations, and cargo management for military and U.S. Government cargo transiting through Singapore port terminals (Brani, Pasir Panjang, Keppel, Sembawang, Tanjong Pagar, Jurong, and Tuas). The survey solicitation number is TRANSCOM26R015, issued by U.S. Transportation Command (USTRANSCOM), with responses due by 12:00 PM Central Time on September 30, 2026. Interested companies must provide company information, SAM registration status, and NAICS code 488320 certification.
The survey requires respondents to address eleven substantive questions covering authorization to operate at Singapore ports, capability to perform all Performance Work Statement (PWS) requirements as prime contractors, experience with foreign commercial contracts complying with local labor laws and union agreements, ability to meet minimum productivity levels, relevant project experience within the past five years, operational readiness timeline, and any barriers to competition or Government facility access. The Government specifies pricing preference by the piece (Each/EA for containers and vehicles; Measurement Ton/MTON for breakbulk cargo). Cargo types include containers, vehicles, breakbulk, rotary and fixed-wing aircraft, ammunition and explosives, hazardous materials, and general Department of War cargo. This RFI is for market research and informational purposes only; no contract award or cost reimbursement is contemplated from responses.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor.
