About this file

This document is a Request for Information (RFI) Market Research Survey for Stevedoring and Related Terminal Services (S&RTS) in Indonesia, issued by the U.S. Transportation Command (USTRANSCOM). The anticipated solicitation covers S&RTS at multiple Indonesian ports including Banyuwangi, Tanjung Priok, Surabaya, Panjang, and Semarang Perak, with an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract planned for 01 May 2026 through 30 April 2031, including a potential six-month extension. The survey seeks detailed information from potential contractors about their capabilities, including company background, operational readiness, experience with similar contracts, pricing preferences, and ability to perform comprehensive stevedoring services.

The market research survey requires respondents to provide comprehensive details about their company, including SAM registration, business size/status, port operation authorization, contract performance capabilities, compliance with local regulations, equipment and labor resources, pricing models, and prior relevant contract experience. Interested companies must submit completed surveys via email to Laura Tebbe and Casey Schuette by 8:00 AM CDT on 20 November 2025. The survey emphasizes small business participation, with specific attention to subcontracting limitations and requirements for working in Indonesian ports, and is explicitly for market research and planning purposes without guarantee of contract award.
