About this file
This is a Request for Information (RFI) market research information sheet for Stevedoring and Related Terminal Services (S&RTS) at ports throughout the Kingdom of Bahrain under solicitation number TRANSCOM26R013. Responses must be submitted by 12:00 PM Central Time on July 30, 2026, to the U.S. Transportation Command (USTRANSCOM). The RFI requires interested vendors to provide company registration information, SAM registration status, business size/status designations, and CAGE/NCAGE codes.
The market research questionnaire addresses eleven key areas essential for vendor qualification: authorized agent status at Bahrain ports, capability to perform all services in the Performance Work Statement as a prime contractor, experience with foreign commercial contracts complying with local labor laws and collective bargaining agreements, ability to maintain minimum productivity levels for labor, equipment, and gear, relevant experience in stevedoring and related services including military vehicle operations, acceptance of piece-rate pricing for containers and vehicles with Measurement Ton pricing for breakbulk cargo, recent project experience within the past five years, timeline for operational readiness post-award, potential barriers to government facility access, SAM registration compliance, and any questions or concerns regarding the acquisition. The underlying contract opportunity involves comprehensive S&RTS operations at multiple locations including Mina Salman Port, Khalifa Bin Salman Port, ASRY Dry Dock, naval bases, and air bases, encompassing full lifecycle cargo management for containers, vehicles, breakbulk items, ammunition and explosives, hazardous materials, and aircraft transiting through Bahrain.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses.
