The RFI is not a solicitation and will not result in contract award; responses will be treated as information only for planning and budgetary forecasting. The government seeks to identify potential sources possessing the expertise, capabilities, and experience to manufacture this coaxial microwave drive control component, which is used on the AN/ALQ-184 Electronic Attack Pod to regulate RF output gain in the low band. Participation is limited to DoD and U.S. DoD contractors only. The original equipment manufacturer is Raytheon Corp. (CAGE 06129). The government does not own complete technical data packages but has specification control data defining footprint, envelope, inputs, and outputs; interested contractors must demonstrate RF knowledge to produce these units. Contractors must possess facilities and cleared personnel for manufacturing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret. NAICS code 334419 (Other Electronic Component Manufacturing) applies.

Responses must be submitted electronically to Ms. Jennifer Ogden, Contracting Officer, AFSC/PZABB at jennifer.ogden@us.af.mil no later than 27 February 2026. Files must not exceed 5 MB and be in Adobe PDF format. The RFI includes a Contractor Capability Survey requiring business information (company name, CAGE code, business size status, domestic/foreign ownership) and detailed responses to capability questions covering facility capabilities, past experience on similar projects, experience manufacturing the AN/ALQ-184 Drive Control, classified material handling, production capacity, quality assurance processes, manufacturing and testing abilities, configuration management, technology insertion opportunities, commerciality (catalog prices, warranty terms), and any prior involvement with this specific component. No company brochures or marketing materials should be included, and proprietary information must be marked accordingly. AN/ALQ-184 Drive Control Buy

PR FD2060-27-XXXXX

28 January 2026

Overview

This is not a solicitation, but rather a Request for Information (RFI) to determine potential sources for information and planning purposes ONLY.

This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is no solicitation available at this time. Contractor proposals will receive no response. Your response to this RFI will be treated as information only and shall not be used as a proposal. Contractors and/or Institutions responding to this RFI are placed on notice that participation may not ensure participation in future solicitations or contract awards. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. All submissions become Government property and will not be returned.

This RFI is being conducted to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements to manufacture the AN/ALQ-184 Drive Control (5865-00-007-6950EW). The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:

Item NSN PN AN/ALQ-184 Drive Control 5865-00-007-6950EW 578R611H04

1. Below is a document containing a description of the Coolant Pump Spares Buy requirement and a Contractor Capability Survey.

2. If, after reviewing these documents, you desire to participate in this RFI and market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business and any potential competition barriers.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

4. Questions relative to this market survey should be addressed to Ms. Jennifer Ogden as indicated on page 7 of this RFI.

Purpose

This RFI is being conducted to identify different potential sources in determining if a future contract effort can be awarded on a total or partial basis. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334419 (Other Electronic Component Manufacturing).

If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the Federal Business Opportunities website. The Government will use this information solely to determine the appropriate acquisition strategy for this procurement.

The Government is interested in all Large/Small business concerns.

FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997) applies to this request:

(a) The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as provided in subsection 31.205-18 Bid and Proposal (B&P) Costs, of Federal Acquisition Regulation

(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of: informational planning and budgetary forecasting by the government.

Description

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to manufacture the AN/ALQ-184 Coolant Pump Spares (5865-00-007-6950EW). Participation in this requirement is limited to DoD and U.S. DoD Contractors only.

This survey covers the following item:

Item NSN PN AN/ALQ-184 Coaxial Microwave Drive Control

5865-00-007-6950EW 578R611H04

AMC = Acquisition Method Code

AMSC = Acquisition Method Suffix Code

Historically, the AMC/AMSC for the Coolant Pump is:

AMC 3 = Acquire, for the second or subsequent time, directly from the actual manufacturer.

AMSC R = The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.

The original equipment manufacturer for this item is Raytheon Corp. (06129 CAGE), which maintains its configuration by part number. The government does not own the complete technical data packages for the RF Drive Control; however, the government does have specification control data which defines the footprint and envelope, inputs, and the outputs which would allow a manufacturer with RF knowledge to produce these units. The following 2 drawings will apply:

578R611H04 Rev W – Drive Control, Coaxial Microwave Specification Drawing 1038449 – Frequency Codes.

Contractor shall furnish all material, support equipment, tools, test equipment, and services.

The contractor is responsible for providing, maintaining, and calibrating all equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

Interested sources may identify their interest and capability to respond to the requirements.

Interested sources must maintain facilities and cleared personnel for manufacturing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret.

The AN/ALQ-184 Coaxial Microwave Drive Control is used on the AN/ALQ-184 Electronic Attack Pod. The function of the Microwave Drive Control is to regulate the balance of gain for the RF output in the ALQ-184 low band.
