About this file

This is an amendment to solicitation 36C24425B0001 from the VA Network Contracting Office 4, providing responses to questions from a February 5, 2025 site visit regarding a Boiler Plant Blowdown and Discharge Piping Replacement project. The proposal due date remains February 28, 2025 at 3:00 PM.

The amendment clarifies technical requirements for work on all four boilers, including: replacement of main blowdown piping at the outlet of the first valve off each boiler; installation of double block and bleed systems; simplification of existing piping to eliminate obsolete components; use of stainless piping for the quench tank discharge; and approximately 15-20 feet of piping replacement on Boiler 4. The work can be completed during normal business hours while boilers are operational, with installations staged individually. Additional optional pricing is requested for upgrading the trench pump to provide automatic and manual functions. Two supporting document attachments were provided showing boiler layouts and condensation tank details.

Cheryl A. Roberts Contracting Officer

Boiler Plant Blowdown and Discharge Piping Replacement Project # 460-24-008 Questions, Responses, Comments:

Q: The supporting documents referenced in item 2 of the specifics are not available on SAM. Please provide them.

VA Response: Provided attached (SOW Supporting Documentation, Attachment 1&2).

Q: Item 2 of the specifics references 3 boilers. Is this work intended to be performed on all 4 boilers?

VA Response: Yes

Q: Please clarify the connection points referenced in item 2 of the specifics. Is the connection point at Boilers 1, 2, and 3 for the main blowdown pipe at the existing valve or at the flange closest to the boiler? If the connection point is the flange on the boiler, are the main blowdown valves to be replaced and, further, to include a bleed between the valves?

VA Response:

a. The Connection points are at 1,2,3,and 4 for the main blowdown piping at the outlet of the first valve off of the boilers.

b. Include cost adder for replacing the first blow down valve off of each boiler.

c. Include a bleed between the 2 valves off of the boilers(Double Block and Bleed).

Q: For the continuous blowdown system on Boilers 1, 2, 3, is the connection point in near proximity to the discharge from the boiler? If so, should this piping be simplified to replace shutoff gate valves with new valves and, further, to eliminate the obsolete and now non-functional components in this line?

VA Response: For Boilers 1,2,3, and 4 simplify existing piping to eliminate obsolete and non-functioning components.

Q: For piping less than 2” in diameter are either butt welded and socket welded joints acceptable? Are socket weld fittings acceptable?

VA Response: Construct in accordance with VA til (33 63 00)specifications

Q: For the trench sump pump located near the north end of Boiler 3, please confirm that the VA desires this pump discharge into the sanitary sewer drain inlet located near the south end of Boiler 3.

VA Response: That is correct

Q: Please verify that the VA wants to reroute the quenching tank discharge at a level below the concrete floor, through the existing wall, and to the existing drain piping near boiler 3. Then restore any concrete floors/walls that have been demolished.

VA Response:

a) Correct

b) The existing trench may be utilized to eliminate the need for demo of any floors/walls

Q: If the VA desires the quench tank discharge to be buried below grade, is cast iron an acceptable material of construction for this piping? Would the VA elect to use stainless piping in this service for longer duration corrosion resistance?

VA Response: The VA would elect to use Stainless piping in this service for corrosion resistance.

Q: Please confirm that each of the boilers can be blown down, individually, and have the main (large-scale) blowdown and automated blowdown disabled for an 8 hour install period.

VA Response: Yes this is confirmed.

Q: Can the installation be staged for each boiler?

VA Response: Yes the installation can and will have to be staged.

Q: In a transition period of a few days, can the automated discharge be released into the trench?

VA Response: Yes it can be pumped out of the trench.

Q: Can this work be completed while the boilers are in operation? If not, will all 4 boilers be available at the same time?

VA Response: Yes this work can be completed while the boilers are in operation

Q: Does the VA desire the trench pump to be upgraded to provide an automatic and manual function? The automatic function would use a float switch to enable the trench sump pump in the presence of water within the trench.

VA Response:

c) Trench pump replacement is not in scope.

d) The VA would like for this to be priced as an additional option.

Q: Are we to use flanges in lieu of pie unions?

VA Response: Flanges are only to be used when connecting to the quench tank and the boilers.

Q: Is the existing drain into the pit behind the boilers to be replaced in kind?

VA Response: The piping in the pit behind the boilers is to be replaced in kind.

Q: Is any work on the blowdown tank and/or cooling water piping included in this project?

VA Response: No. That is not in scope.

Q: There was discussion of a “double block and bleed” to be installed at each boiler. Does the VA have a design for that?

VA Response: Utilize the American Petroleum Institute’s standard SPI 6D for Double Block and Bleed (DBB) Definition for the construction guide.

Q: Is the entire run to the blowdown tank to be in 1 ½” Schedule 80 black pipe?

VA Response: Construct in accordance with VA til (33 63 00) specifications.

Q: Will there be any need for off hours work to be performed (i.e. shutdowns, etc.)?

VA Response: Not required, Preference is normal business hours. No Shutdown required

Q: Is there any work to be performed on Boiler #4?

VA Response: Yes, Boiler 4 will have ~15-20ft of piping replaced.

Q: If welding is required, will X-Ray testing for the welding be required?

VA Response: Construct in accordance with VA til (33 63 00)specifications.
