About this file

This is a Request for Information (RFI) from the United States Census Bureau (USCB) seeking address data solutions for hard-to-reach areas. The Geography Division aims to obtain address and location data for Living Quarters (LQs) in areas not covered by standard addressing systems, including remote regions of Alaska and Maine, sparsely populated areas of the American Southwest, rural Puerto Rico, and other locations with limited mail delivery. The RFI requires contractors to provide detailed address information, including geographic coordinates, metadata, and location descriptions, with specific requirements outlined in Appendix A for address element combinations.

Interested vendors must submit responses by 12:00 PM EST on February 5, 2026, to specified email addresses. The submission should be prepared in Microsoft Word, using 12-point Times New Roman font, and limited to 13 total pages across three sections: Company Overview (1 page), Address Listing Field Augmentation RFI Questions (10 pages), and Additional Information (2 pages). The NAICS classification is 541370 - Surveying and Mapping (except Geophysical) Services, and the RFI is issued solely for planning purposes, with no guarantee of future solicitation or contract commitment.

United States Census Bureau (USCB) Request For Information (RFI)

Address Listing Field Augmentation Data

Purpose:

THIS IS A REQUEST FOR INFORMATION (RFI) to identify available data solutions to support requirements described in Section 2.0 below.

This RFI is issued solely for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue a Request for Proposal (RFP) in the future. Further, the USCB is not seeking proposals and will not accept unsolicited proposals at this time. Interested vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued in the future. Lastly, this RFI does not commit the Government to contract for any supply or service whatsoever. The Government is not obligated to respond to any submissions received under this RFI.

NAICS Classification: The proposed North American Industry Classification Systems (NAICS) code assigned to this RFI is 541370 - Surveying and Mapping (except Geophysical) Services.

We kindly request your input on whether any other NAICS codes should be considered as the primary classification.

1.0 Background

The Geography Division (GEO) at the USCB is responsible for collecting and maintaining the geographic data necessary to support agency programs and initiatives. Over 40,000 tribal, state, and local governments contribute to the geographic information managed by the USCB by providing regular input and feedback on the USCB’s addresses, boundaries, and streets. This geographic base contributes to the efficient and accurate collection, processing, tabulation, and dissemination of statistical data for the USCB, including the Decennial Census, the American Community Survey (ACS), the Economic Census, and many other annual estimates and surveys.

In support of USCB’s strategic goals and objectives, the USCB seeks to obtain address data in hard-to-reach areas to further strengthen the address frame in the Master Address File (MAF)/Topologically Integrated Geographic Encoding and Referencing (TIGER) System. All data created, produced, and stored in MAF/TIGER will be the property of the USCB.

2.0 Requirements

The contractor shall provide address and location data for Living Quarters (LQs) in areas generally not covered by ‘civic’ or ‘city-style’ addressing systems and/or not included in the United States Postal Service’s Delivery Sequence File or national commercial parcel datasets.

These areas include but are not limited to remote areas of Alaska and Maine, sparsely populated portions of the American Southwest, rural areas of Puerto Rico, or other areas where mail delivery does not exist at the LQ or is limited to Rural Route/Highway Contract or Post Office Box only delivery.

LQs are defined by the USCB as typically a structure that is intended for residential use.

However, any structure or place where someone is living (or where someone is sleeping without having a usual home elsewhere) is also considered an LQ, even if it is not intended for residential use.

LQs include:

Housing Units (HUs): A private residence for a person or small group of people (such as a family or group of roommates). Each housing unit must have a separate entrance that provides direct access to the outdoors or to a common space within a building (such as a hall, lobby, or stairwell) without having to pass through the LQ of any other people.

Group Quarters (GQs): A place that is designed to house a (usually large) group of people who typically are nonrelatives and have similar objectives, needs, or restrictions.

These places provide care or services for the occupants (such as supervision, health care, or other types of assistance) and/or have certain communal facilities that are shared by the occupants (such as communal bathrooms or kitchens).

Transitory Locations (TLs): a place where people are unlikely to live year-round because of the transitory/temporary nature of the LQs at the location. Generally, people living or staying at a transitory location either pay fees to stay there, or they work there temporarily.

In support of the requirements, the contractor must provide the following:

• For common addressing situations (e.g. address numbers along named streets), the contractor shall provide address data, including address points (x,y coordinates accurate to a minimum of 5 decimal places) in a format consistent with the United States Thoroughfare, Landmark, and Postal Address Data Standard (FGDC Address Standard) Parts 2 and 3: Address Data Content and Address Data Classification, as well as Appendix A. Appendix A provides a quick reference guide to the most common address elements and attributes found in the U.S. and Puerto Rico, as well as syntax for minimally acceptable combinations of those elements and attributes.

• For less common addressing situations, the contractor shall provide data, such as x,y coordinates, and location descriptions to support the USCB’s ability to locate the LQ.

• The contractor shall provide file-level metadata that includes, at a minimum, the following information:

Data collection date Data collection source Data authority and/or owner Data license restrictions (if applicable) Coordinate reference system Coordinate position (e.g., parcel centroid, building centroid, property entrance)

• The contractor shall provide a data quality report that describes how data provided meets the following categories (as applicable) of geographic data quality described in national and international standards:

Completeness (i.e., commission and omission) Logical consistency (e.g., conceptual, format, and domain consistency) Positional accuracy (i.e., coordinate accuracy) Temporal quality (e.g., temporal consistency of data no older than 5 years) Thematic accuracy (e.g., classification and attribute correctness)

• The contractor shall provide the USCB with the ability to ingest the data in a commonly used machine-readable format on a regular (monthly) basis (exact format and timing to be agreed upon by both parties).

• The contractor shall only provide data for existing LQs.

2.2 Delivery:

The USCB requires the ability to securely transfer and/or download an initial bulk data delivery and ongoing monthly data deliveries that consists of updates with new addresses from the preceding month throughout the period of performance.

3 Response Submission Instructions and Due Date

Interested vendors shall submit their response no later than 12:00 PM EST on Thursday, February 5, 2026. All submissions shall be sent to paul.w.boesch@census.gov and james.n.brooks.jr@census.gov. The email subject line shall include the following description:
