RFI Summary: Adaptive Central Receive (ACRx) Antenna Installation Services

This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division seeking market research on antenna installation services for the ACRx microwave communications infrastructure. The RFI number is SHOP-PR-26-000287 with a response deadline of April 7, 2026, at 12:00 PM CT. The FBI seeks to gather input from potential contractors regarding capabilities, pricing models, contract vehicles, and operational approaches to support antenna installation services across DOJ agencies relocating from auctioned 1755-1780 MHz frequencies as mandated by the Federal Communications Commission and National Telecommunications and Information Administration. This is for informational purposes only and does not constitute a commitment to award a contract.

The FBI anticipates requiring installation services at 35 to 45 sites nationwide (including CONUS and OCONUS territories) with six to ten installations per year, with work expected to conclude by 2029. Work packages will be awarded regionally to single contractors and include mounting SuperSector flat array antennas and Cambium point-to-point dishes, installing LMR-400 coaxial and 12-core fiber optic cabling, alignment and testing, and coordinating electrical and HVAC modifications. Respondents must hold R56 Communication Site Installer certification, Competent Rigger Certification (NCCCO), and Competent Tower Climber Certification, with minimum liability insurance of $1M/$2M general liability, $1M commercial auto, and $1M worker's compensation. The government requests responses addressing technical capabilities, past performance on similar government projects, GSA Schedule availability, geographic coverage across all 50 states and territories, recommended contract types (FFP or T&M), experience with IDIQ/BPA/BOA vehicles, labor category recommendations, and suggested NAICS codes. Responses must not exceed ten pages, be submitted in Word or PDF format to Dylan Hankins at dehankins2@fbi.gov, and should not include proposals, award requests, or mailing list requests.

INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the ACRx Antenna Installation Services. The information gathered may be used to formulate acquisition strategies for competitive solicitations.

BACKGROUND

The federal government periodically offers bands of government-owned frequencies for sale via auction to commercial entities to both raise revenue and spur innovation across the private sector.

In 2015, the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration (NTIA) auctioned frequencies in the 1755-1780Mhz band as part of the Advanced Wireless Services (AWS) program. All federal agencies were mandated to vacate and relocate from this band of frequencies.

The Middle Class Tax Relief and Job Creation Act of 2012 and the Commercial Spectrum

Enhancement Act (CSEA) govern the process through which eligible federal agencies can recover the costs associated with relocating operations from auctioned bands using a portion of proceeds from the sale of those frequencies. Accordingly, the Department of Justice (DOJ) has been provided funding for all its constituent agencies to relocate from the auctioned frequencies to achieve and maintain comparable operational capabilities to what existed prior to the sale.

As part of their plan, DOJ agencies are working together to deploy and share an Adaptive

Central Receive (ACRx) microwave communications infrastructure that removes the transmitter parameters from each individual agency’s control and fully automates link parameters through a Network Management System (NMS). The ACRx can now

Attachment AS - Request for Information (RFI) Version 1.2 Page 3 accommodate multi-agency use by expanding the number of services that can be handled at any given time per node.

The FBI Video Surveillance Unit’s (VSU) Digital Microwave Program has been responsible for the installation of multiple ACRx systems throughout the United States as part of the DOJ

ACRx deployment since 2018. This RFI seeks to better understand the antenna installation marketplace by identifying capable and qualified for vendors to conduct antenna installation services as the FBI continues its ACRx deployment program. The expectation is to conclude installations by 2029, however, this may be extended at the direction of Office of

Management and Budget (OMB).

GENERAL REQUIREMENTS

The FBI VSU has a requirement for services for the installation of ACRx remote node antennas, relay antennas, and all associated cabling at identified government owned and leased spaces within associated communication rooms located at buildings and towers in the

United States of America, both CONUS and OCONUS, which includes all 50 states and U.S.

territories. It is anticipated that installations will be required for thirty-five (35) to forty-five

(45) sites with an anticipated six to ten installations occurring per year. It is anticipated that all work for a given region, inclusive of nodes, relays, and ground-based equipment, will be awarded as a package to a single contractor given the coordination and integration required between system elements. In certain situations, additional sites within an awarded geographical area may be identified post-award. In these situations, sites may need to be added which may create additional work under existing contracts.

• Equipment for each installation will include a combination of multiple flat array antennas (known as SuperSectors) as well as Cambium point-to-point dishes. Cabling will include LMR-400 coaxial as well as 12-core fiber optic. Antennas and cabling will be provided by the government. Contractors may be required to procure mounts which may include customized solutions; this requirement will vary with each site.

• Sites can include self-supporting or guyed towers, as well as rooftops of both privately-owned and government buildings.

• Services include mounting of antennas to various structures, alignment and testing of said antennas, and testing and installation of cables. The contractor will be required to coordinate electrical supply requirements or modifications and, on occasion, assist with coordinating HVAC modifications with other third parties. Heights of each antenna placement will vary but may range anywhere from approximately 50 to1200 feet (inclusive of both building rooftops and towers).
