RFI TITLE: AI Technologies that will Drive American AI Leadership

Purpose: The Artificial Intelligence & Technology Office (AITO), which was established to serve as the Department of Energy’s (DOE) accelerator and coordinator of AI efforts in scientific discovery and technology innovation across the DOE enterprise, is issuing a Request for Information (RFI) on AI Technologies that will Drive American AI Leadership. The Executive Order on Maintaining American Leadership in AI clearly directs “The United States must drive technological breakthroughs in AI across the Federal Government, industry, and academia in order to promote scientific discovery, economic competitiveness and national security.”1 To maintain American leadership in AI, it is not enough to simply develop and adopt AI across DOE’s missions, it is imperative that DOE push the frontiers of AI technologies, creating the next generation architectures, infrastructure, tools and approaches. AITO is exploring ideas to help define future Grand Challenges that will ensure US leadership in AI, with responses sought from academia, industry and national laboratories.

Artificial Intelligence Technology Scope: AI technology spans topic areas including data, hardware, software, and platforms from the smallest sensors to the world’s most powerful supercomputers. For the purpose of this RFI, Artificial Intelligence technology landscape includes, but is not limited to:

• AI Methods o Novel Algorithm Development o Knowledge Based Systems based on Higher Order Logic o Natural Language Processing o Computer Vision o Generative and Adversarial AI

• Platforms, Infrastructure and Ecosystems o Edge-computing o Devices & Sensors o High Performance Computing o Novel computing paradigms o Next generation networking

• Autonomous Systems and Robotics o Distributed intelligence (e.g., swarms) o Nested or hierarchical intelligence o Robust decision making (“fail safely”)

Potential Breakthrough AI Technology Areas: Efforts across government have worked to identify strategic AI research, development, and technology advancements to address sector-specific AI challenges and to advance American leadership in AI. The RFI is expected to focus on advancing novel AI technology breakthroughs to push the frontiers of development that include:

• Novel Methods of Learning (including continuous learning, learning with unlabeled data or less labels, higher-dimensional data multimodal or sparse data, and incorporation of common sense, logic, physics or domain knowledge into AI)

• Development & Validation of Trustworthy AI (e.g. secure, reliable, robust, mitigating unintended bias, and the development of appropriate outputs and understandable fail-safes)

• Applications for and Defenses Against Adversarial AI

• Tools to enable better Data Management and Sharing (e.g. security, accessibility, sharing, management, standards, common platforms and infrastructure)

RFI Response Instructions

Responses to this RFI will assist AITO in identifying sector-specific grand challenges from advances AI technology innovation and support U.S. AI leadership. AITO requests responses that relate one or more of the listed breakthrough AI technology areas to aid in tackling our Nation’s largest issues, such as curing cancer, preventing or mitigating epidemics, and ensuring grid resiliency. Participation from academia, industry and the US national laboratories is requested to help AITO determine future Grand Challenges and sectored-specific partnerships that will push the boundaries of AI technologies.

Please submit your responses to Mesia Luster at Mesia.Luster@hq.doe.gov by no later than July 10, 2020 at 1300 (1 pm EST).

Each response to this RFI must provide the following information:

a. Title of the response

b. Author name(s)

c. Company/Organization Affiliation(s)

d. Email address and phone numbers for correspondence

e. Brief summary that includes the author(s) research domains and AI expertise

2) Answers to the Program Summary Questions (no more than 2 pages, single spaced, Calibri, 12 pt font, 1” margins):

a. What Grand Challenges would benefit most from future investments in the suggested AI technology breakthroughs areas? What new capabilities would be developed for the Nation as a result?

b. Which breakthrough AI technologies would be best advanced by this Grand Challenge?

Why?

c. How would your organization approach developing this Grand Challenge and resulting capability? Please describe any collaborations or organizational constructs needed.

d. Please identify investments in supporting elements required to enable development in the application space (e.g. AI infrastructure, testbed development, standards/benchmarking, collaborations, workforce development)? Please describe investments in some detail.

mailto:Mesia.Luster@hq.doe.gov

Optional:

e. Are there any additional breakthrough AI technologies not listed above that the DOE should consider critical for ensuring American leadership in AI? Please provide the response as directed through the questions listed above (2a-d).
