About this file
This is a Request for Information (RFI) issued by the Massachusetts Bay Transportation Authority (MBTA) for train tunnel light fixtures, published on COMMBUYS with the bid number BD-24-1206-MBTA-MBTA-116605. The RFI seeks information about LED light fixtures to replace existing T12 bulb fixtures in rail tunnels, with a potential requirement of over 10,000 fixtures across their tunnel network. The project aims to enhance safety, improve visibility, reduce energy consumption, and comply with industry standards, with fixtures to be mounted on tunnel sidewalls approximately 5-6 feet apart. Key dates include the RFI publication on 5/12/2025, a question submission deadline of 5/19/2025, question responses posted by 5/23/2025, and a bidder response deadline of 5/30/2025. The MBTA anticipates this will be a multi-phase, multi-year project beginning with a pilot program.
The RFI does not request pricing information at this stage and is designed to gather detailed product specifications, capabilities, and technical documentation from original equipment manufacturers and distributors. Respondents are asked to provide supplemental documentation including product specifications, drawings, wiring diagrams, photometric plans, testing documentation, and case studies. The MBTA will use the collected information to assess product capabilities and determine whether to proceed with a full Request for Proposal (RFP) in the latter part of 2025. The operating environment is described as harsh, and the new lighting system must meet all federal, state, and local codes. Responses will be submitted exclusively through the COMMBUYS e-procurement portal, with files consolidated into a single ZIP folder.

1. Description and Purpose for Information Request:
As the oldest public transportation authority and the 5th busiest commuter rail system in the US, the Massachusetts Bay Transportation Authority (“MBTA” or “Authority”) seeks information regarding lighting fixtures suitable for rail tunnel applications. This RFI aims to gather details on available manufacturers, products, specifications, and any additional relevant information to aid in an RFP for potential upcoming projects.
Our organization intends to upgrade the lighting systems in several or all rail tunnels. The main objectives are to enhance safety, improve visibility, reduce energy consumption, and comply with relevant industry standards. In these low-light tunnels, current T12 bulb light fixtures will be replaced by LED light fixtures. The operating environment is very harsh.
· Over 10,000 light fixtures could be needed for the expansive tunnel network.
· The current spacing between fixtures is approximately 5-6 feet.
· New fixtures will be mounted on the sidewalls within the tunnel.
· New power cables will be brought to these fixtures.
The fixture/system must meet all required federal, state, and local codes (as applicable).
A future RFP will likely be a multi-phase and multi-year project, starting with a Pilot Program.
2. Requested Information (RFI Response):
We have supplied a questionnaire to be completed, which will help us complete an efficient and structured review process. Please provide as much detail as possible so we can clearly understand the purpose of the product design, capabilities, construction, and benefits.
This request is being distributed to OEMs and Distributors via COMMBUYs.
Please add any relevant information to help us gather and review it.
