About this file

This document is a Request for Information (RFI) issued by the Massachusetts Bay Transportation Authority (MBTA) for Bird Control and Deterrent services, posted on COMMBUYS with Bid # BD-24-1206-40000-40000-116950. The RFI seeks information and solutions for managing bird populations, particularly seagulls and pigeons, at MBTA's maintenance and storage facilities. MBTA is specifically interested in identifying bird species, exploring control and deterrent techniques with minimal structural impact, and understanding technologies like sound, lights, lasers, and vibration-based solutions. The RFI was published on 5/21/2025, with questions due by 6/4/2025, responses to questions posted on 6/9/2025, and the final response deadline set for 6/18/2025 at 2:00 PM.

The current bird control challenges at MBTA facilities include birds roosting and nesting in maintenance areas, which create significant sanitation and infrastructure problems. Bird feces pose health risks by potentially containing pathogens like E. coli and Salmonella, and cause recurring cleaning expenses and potential damage to roofs and equipment. The RFI is an exploratory process to understand current capabilities in bird control, with potential follow-up steps including additional information requests, capability demonstrations, and potentially developing a future Request for Proposal (RFP). Responses will be used to assess potential solutions for managing bird populations across MBTA's multiple facilities in the Boston metropolitan area.

1. Description or Purpose of Procurement:

The MBTA owns and operates multiple large facilities in the Boston metropolitan area to support the maintenance of infrastructure and bus and rail transit equipment. Many facilities are located near water. We are experiencing issues with seagulls, pigeons, and other small birds at our bus and rail transit maintenance and storage facilities. Birds are flocking, roosting, and/or nesting on or inside buildings. We have installed bird netting to deter birds from entering maintenance facilities and other structures with large overhead doors. The MBTA continues to invest in installing, maintaining, and repairing the netting, with limited success in deterring birds. We also continue to spend funds on the interior and exterior cleaning of bird feces from equipment, vehicles, structures, and floors. Bird feces can contain E. coli, Salmonella, histoplasmosis, and other pathogens and parasites. Bird feces are being tracked into vehicles, workspaces, and employee homes. They pollute public areas, damage roofs, and clog roof drains, creating recurring expenses for cleaning facilities and vehicles.

2. Requested Information (RFI Response):

Please formulate a response with supplemental material.

Response should be submitted in COMMBUYS and should address the following topics:

Bird Species Identification We primarily have issues with seagulls and pigeons. We also have problems with other birds. Each species may require different control or deterrent techniques and solutions. Even within seagulls, different seagull species may require different deterrents or control techniques/solutions. Bird species identification has not been performed at MBTA.

What methods or resources are available for identifying bird species and determining the extent of the issue? How quickly can the bird species and related issues be identified?

Bird Control and Deterrent Techniques and Solutions for large maintenance facilities with overhead doors and multiple bird species.

MBTA maintenance facilities have some common characteristics but vary at each location. Some facilities may have more than one type of bird and related issues.

What successful control or deterrent techniques and solutions for large maintenance-type facilities with seagulls and pigeons do you use? Do you install them yourself or use another entity?

Bird Control and Deterrent Techniques and Solutions with minimal impact on or involvement with building structures The MBTA wants information on sound, lights/lasers, vibration, and other alternative technologies. The MBTA understands that the best solution may be the installation of wires, spikes, or other materials on roofs and other structures. The MBTA wants to explore using less invasive, lower-maintenance solutions.

What are the latest low-impact, successful technologies proven to control or deter seagulls and pigeons?

3. Next Steps Upon receipt of responses, the MBTA may request additional information or demonstration of system capability through email or virtual meeting.

Responses to this RFI will be used to understand current capabilities and determine the merits of moving forward with a Request for Proposal (RFP). If the decision is to move forward, the MBTA will develop and refine business requirements. Any RFP will be posted on COMMBUYS, and the MBTA will endeavor to notify all companies that respond to this RFI.
