About this file
This is a Request for Information (RFI) and Sources Sought Notice issued by the United States Coast Guard Sector Delaware Bay for solid waste collection and recycling services at four USCG locations in Delaware, New Jersey, and Pennsylvania.
The USCG seeks market research information to identify capable vendors and determine small business availability under NAICS 562111 (Solid Waste Collection) and PSC Code S205 (Housekeeping, Trash/Garbage Collection). The four service locations are USCG MSU Lewes (Lewes, Delaware), USCG Station Manasquan Inlet (Point Pleasant Beach, New Jersey), USCG Station Barnegat Light (Barnegat Light, New Jersey), and USCG Sector Delaware Bay (Philadelphia, Pennsylvania). The Government is considering a base period plus four option periods but has not finalized the acquisition strategy. Responses are due by September 18, 2026, at 0800 AM EST. This is market research only and does not constitute a solicitation; responses are voluntary and will not be treated as offers.
Vendors should provide information on company capabilities, service area coverage, small business status and socioeconomic designations, container leasing practices, pickup frequency options, recycling services, subcontracting approach, and pricing practices. The anticipated scope includes providing trash dumpsters, recycling containers, scheduled and on-call pickups, container maintenance and replacement, compliance with environmental requirements, and coordination with USCG points of contact. Responses should address whether vendors can support all four locations or specific subsets, whether separate contracts by location would be preferable, and recommendations on contract structure. The Government is specifically seeking feedback on whether separating requirements by location or region would increase small business participation. Respondents should submit written responses in Microsoft Word or PDF format (maximum 10 pages, excluding attachments) to the designated Contract Specialist and Contracting Officer email addresses listed in Section 9.
