About this file
This is a Request for Information (RFI) issued by the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate for market research on Identity Documents Validation services in FY26. The RFI Notice ID is 70RSAT26RFI000020 and is not a binding solicitation or obligation on the government. This is purely informational and intended to assess industry capabilities; no solicitation document currently exists, and the government may or may not issue a formal solicitation based on responses received.
DHS S&T seeks information on digital forensics services to support verification and validation of identity documents. The required capability areas include: expert consulting, integration, and development services for examination, creation, testing, and replication of integrated circuit systems and digital security elements in physical secure identity documents (e.g., passports, driver's licenses, ID cards, vital records with cryptographic signatures in barcodes); expert services for Verifiable Digital Credential (VDC) versions of physical documents (e.g., mobile driver's licenses, digital travel credentials); and development or verification of integrated circuit identity systems (e.g., PIV cards, electronic identity cards). Respondents must address five specific capability areas: prior experience developing identity document issuance, forensics analysis, or verification systems; experience implementing systems based on ICAO 9303 with specific test cases; experience with ISO/IEC 18013, 23220 series, and W3C specifications; ability to document outcomes and transition work products to forensic expert witnesses; and prior experience with integrated circuit identity system development or verification.
Responses must be submitted by July 23, 2026, to Contracting Officer Jason Rios (jason.rios@hq.dhs.gov) and Contract Specialist Frances Gray (frances.gray@hq.dhs.gov). Submissions shall not exceed four pages plus a cover letter, be formatted in Microsoft Office applications with 12-point Times New Roman font, and include company legal name, physical address, socio-economic status, recommended NAICS code, points of contact, responses to the five capability areas (300 words maximum per question), Best-in-Class contract vehicles held, and indication of interest as prime contractor or subcontractor. All response costs are the responsibility of interested parties, and all submissions become government property and will not be returned. The government may conduct an Industry Day at a later date and reserves the right to hold one-on-one meetings with companies providing comprehensive and relevant responses.
