About this file

This is a Request for Information (RFI) issued by the Department of Homeland Security's Office of Procurement Operations for TIBCO enterprise software licenses and maintenance. The RFI specifically seeks information about licensing for various TIBCO software products used in IDENT production and non-production environments, including Business Events, Active-Matrix Service Grid, Enterprise Message Service, Spotfire, and Hawk products, among others. The Office of Biometric Identity Management (OBIM) requires these software licenses to support biometric identity management, data storage, matching, and analysis for immigration, border management, and law enforcement purposes.

Vendors must submit responses via email to Ronald Jean-Baptiste and Christopher Morrison by 10:00 AM Eastern Time on July 18, 2025. Submission requirements include a two-page cover letter with company details, point of contact information, country of origin, and socio-economic certification. Responses are limited to 10 pages and must be in 12pt Calibri font with specific formatting. The RFI emphasizes the need for extended application and platform support, including older software versions and AIX/Power platform support. If proposing brand name equivalents, vendors must provide a Rough Order of Magnitude (ROM) detailing transition costs and schedules.

INTRODUCTION

The Office of Biometric Identity Management (OBIM) is the lead entity within the United States Department of Homeland Security (DHS) for biometric identity management, providing information technology to store, match, and analyze biometric data, which is linked to biographic data to provide person-centric, actionable information in support the DHS Strategic Mission. This biometric information is used for immigration admissibility and eligibility determinations supporting DHS business processes, such as credentialing and law enforcement actions, as well as for other external government stakeholders.

IDENT enables the enrollment and subsequent verification of an individual’s identity at any point within any immigration and border management process and can provide this information to external government business owners that have a requirement to ensure unique identification and subsequent verification. OBIM accomplishes this by integrating biometric and associated biographic information collected by multiple agencies. OBIM provides this consolidated information to, and performs analysis services for, decision makers at federal, state, local, and international law enforcement levels, as well as for immigration partners. This information is used to identify individuals who are not admissible to the United States, who have violated immigration laws by overstaying the periods of their admission or by claiming false identity, or who pose a national security threat to the United States and/or international partners.
