The anticipated period of performance begins in June 2026. Respondents must submit information in Microsoft Word (.doc or .docx) or Adobe Acrobat (pdf) format, limited to 8.5 by 11-inch pages with 11-point minimum font (10-point for charts/tables), with a cover page plus up to two pages for capability statements and four pages for responses to the eight specific RFI questions.

Interested contractors must submit responses electronically by 4:00 PM Eastern Standard Time on Friday, March 20, 2026, to Meeka Tilahun (Contracting Officer) at meeka.tilahun@fema.dhs.gov and Guylaine Yearwood (Contract Specialist) at guylaine.yearwood@fema.dhs.gov, with questions due by Thursday, March 19, 2026. The RFI requires respondents to address specific capabilities including nationwide freight volume analysis, freight velocity and capacity utilization, tender volume and rejection rates, long haul freight rates, truck-to-driver ratios, and regional market analysis. Required information includes estimated pricing for seven access licenses for one year, system outage procedures and recovery times, base package licensing details, training provisions, 24/7 customer support availability, and visualization tools for year-on-year metric comparisons. Respondents must identify their business size status, UEI number, GSA Schedule or DHS Strategic Sourcing Vehicle information if applicable, and any proprietary information will be clearly marked and kept confidential insofar as permitted by law.
