Agency: Cybersecurity and Infrastructure Security Agency (CISA)

Market Research Agency: General Services Administration (GSA), Federal Acquisition Service (FAS), Region 8 on behalf of Cybersecurity and Infrastructure Security Agency (CISA)

Notice Type: Posted Date:

Request for Information June 02, 2023

NAICS: 541512 Computer Systems Design Services

GSA Reference: Acquisition ID 47QFRA23K0012

I. GENERAL INFORMATION:

The General Services Administration (GSA), Federal Acquisition Service (FAS), Region 8 is issuing a Request for Information (RFI) on behalf of the Cybersecurity and Infrastructure Security Agency

(CISA).

II. RFI OBJECTIVE:

The purpose of this RFI is to assist the Government in conducting market research focused on identifying potential vendors that have the ability to meet the objectives in the attached draft requirement. This information will be used for market research only. The Government is not obligated to release a future solicitation based on this market research. Interested respondents shall refer to the details of the response to this RFI under Section IV.

III. BACKGROUND:

The purpose of this requirement is to enhance the cybersecurity posture of Federal Civilian Executive Branch (FCEB) agencies through the configuration and deployment of solutions that meet Continuous Diagnostics Mitigations (CDM) capability requirements. Solutions are typically commercial off-the-shelf (COTS) products, which have been previously assessed by the CDM program to meet its capability requirements. This contract will provide the services to ensure that solutions are planned, configured, and implemented for agencies requiring support. The attached draft requirements describe the functional requirements (Attachment A - Deployment Services Draft Requirement) and the capabilities initially targeted for implementation (Attachment B - Initial Capability Deployment Plan).

IV. RFI RESPONSE:

The Government will only consider responses from Industry Partners which intend to do the work as a Prime contractor. Responses are required to include the following information:

The RFI response shall be split into two Sections.

“Section 1” of the response is for administrative information and shall include the following as a minimum:

CONTRACTOR INFORMATION:

• Contractor Name and Facility Address (list all relevant or significant office locations)

• Facility clearance level

• UIE number, Cage code, and NAICS code

• Socio-economic status (HUBZone, Service-Disabled-Veteran-Owned, Woman- Owned, 8(a), Small Business, Large Business)

• POC Phone and Email

• Approved Purchasing System

• Website URL

• List of any GSA Vehicles such as GWACs (Alliant 2, VETS 2, etc.) or GSA Multiple Award

Schedule that your company has access to that can support the Deployment Services requirement. Please include a brief narrative why, in your determination, that vehicle would meet the needs of this possible requirement.

The number of pages in “Section 1” of the response shall be no longer than one (1) page in length.

“Section 2” of the submissions shall answer/address the below questions/requests as they relate to the requirement.

CORPORATE EXPERIENCE:

1. Does your company have experience in deploying cybersecurity tools for agencies consistent with the requirements identified in Attachment A- Deployment Services Draft Requirement?

• Describe relevant efforts, similar in size, scope, and complexity.

2. Describe your company’s experiences in working with the existing capabilities and tools identified in Attachment B - Initial Capability Deployment Plan.

INFORMATION REQUESTED:

1. The Deployment Services contractor will deploy solutions, typically COTS products, which have been previously assessed by the CDM program with the technology decisions being provided to the Deployment Services contractor as GFI. How can the Deployment Services requirement be structured to ensure an effective hand-off?

2. The Government is considering offering a multi-tiered service model for participating agencies on this Deployment Services effort. The service models would vary between a full-service offering (inclusive of operational support identified in Task 6) and a reduced level of support for agencies that ends with the transition of the deployed solution to the agency.

What complexities should be considered with offering a multi-tiered service model approach? Please include potential strategies and/or barriers to support (e.g., ability to acquire highly technical SMEs support across a broad set of technologies that are provided to the contractor for support).

3. It is the Government’s intent to have access to a wide range of OEM professional services to perform/support deployment activities. The Government expects the contractor will provide ancillary support (project management, procurement administration, etc.) with minimal additional overhead. Are there any recommendations on how the Deployment Services requirement can be structured to meet this expectation?

4. As documented in Section 4.0 – Request for Service of Attachment A, the Government will utilize a flexible approach to project execution. This flexible approach will require the contractor to concurrently manage and execute multiple streams of simultaneous activity in a largely standardize way. Are there any recommendations/updates that can be made to ensure the quick, efficient, and repeatable execution of work?

5. The draft requirement includes Task 6 – Operate CDM Deployments as a Service (optional), in which the contractor would assume operational responsibility for approximately 6 different tools sets that would support agencies as a service. What information would be required to offer a flexible operational approach for agencies?

6. What approaches to the tool procurement process could be implemented to minimize the number of days between tool procurement and actual implementation at supported agencies?

7. Identify what is the recommended preferred acquisition approach that the government should take in addressing this requirement?

8. Is there any other information deemed relevant by the contractor for the Government’s consideration for this requirement?
