About this file
This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, for market research purposes related to Police CLETS connectivity.
The VA seeks sources to provide internet service and hardware necessary to restore a dedicated air-gapped connection from VA Greater Los Angeles Healthcare System (GLA HCS) Police Headquarters to the Los Angeles County Sheriff's Department. This connection will enable law enforcement database queries, arrest processing, and regulatory compliance while maintaining security through physical isolation from the VA network. The RFI lists 47 line items comprising Cisco networking equipment (Catalyst C8200 router series, C9200L switches with various licenses and support services), accessories, cabling, SFP transceivers, Dell workstations, installation and support services, and program management. Hardware is requested as a one-time purchase with recurring maintenance, updates, and repair services. The contract duration for service items is specified as 60 months for certain components. Respondents must submit pricing information, business size certifications under NAICS 513210 (size standard $47 million), manufacturer or distributor status, country of origin information, GSA FSS or federal contract vehicle availability, and detailed capability statements addressing equal-to product specifications. Responses must be submitted via email to Anette.doan@va.gov by May 5, 2026, at 12:00 p.m. Pacific Standard Time. This RFI is for planning purposes only; responses do not constitute offers and will not be accepted to form a binding contract. A formal solicitation may be issued later, requiring separate responses from interested parties.

The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide the below requested items for Police CLETS.
The Veterans Affairs Police Service is an armed federal law enforcement and protective service entity that operates in and around the various Veterans Affairs Medical Centers, National Cemeteries, and other VA facilities. VA Police Officers have full police powers derived from statutory authority to enforce all federal laws, VA rules and regulations, and to make arrests on VA controlled property whether owned or leased in concurrent, exclusive, and/or proprietary jurisdictions. VA Police within the VA GLA HCS utilize a large assortment of tools to perform their duties, including GSA-leased vehicles, VA-networked software, radios, security cameras, VA-issued mobile devices, and law enforcement report writing and training software.
The VA GLA HCS requires a connection with Los Angeles County Sheriff’s Department to query and make entries into law enforcement databases, process arrests, and meet regulatory requirements. It accomplished this through an authorized air-gapped system wherein its connections did not support any device connected to the VA network and devices connected to the external source had no connection to the VA network (This included physical connections;
wireless, virtual local area networks (VLANS), etc).
This contract covers securing the internet service and hardware required to restore the dedicated air-gapped connection from the VA GLA HCS Police Headquarters to the Los Angeles Sheriff Department to restore mission critical systems associated with law enforcement databases and processing arrests.
Hardware shall be a one-time cost to purchase with recurring services to maintain, update, and/or repair.
