Subject: SPECIAL NOTICE 36C24922Q0523
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source. Award is anticipated to occur on or about August 25, 2022 to Tritech Research, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of 1 microINJECTOR System with inverted microscope and manipulator; upgrade to Plan Fluor 10x HMC; microINJECTOR All-Digital Multi-pressure System; microINJECTOR Needle Holder for Pathogen and Sterile use; Complete Epi-fluorescence system with all optics, lamphouse, power supply and mercury arc lamp; 3 eGFP, mCherry, and DAPI fluorescence cubes; USB3, 1 CMOS 3,072X2,048 (6.3 MP) 1/1.8”cmount camera with capture software; C-Mount, Dual-Stage Glass Micropipette Puller; and Glass Capillary Tubing 1.0mm outer diameter (500/pk) that provide support to the Research and Development Service inside the Tennessee Valley Healthcare System Nashville Veterans Affairs Medical Center. This microinjection system will provide higher accuracy and reproducibility than basic microinjection. This system has a lower “holding pressure” that is lower than the injecting pressure but higher than atmospheric pressure, reducing needle clogging. It uses a microprocessor to digitally synthesize injecting, holding and clearing pressure, as well as injection durations that optimize reproducibility. This microinjection system will provide much-needed assistance to research staff with their research of organoids within the Tennessee Valley Healthcare System Nashville Veterans Affairs Medical Center. Contractor will be responsible for the delivery of the microinjection system to the Tennessee Valley Healthcare System Nashville Veterans Affairs Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Tritech Research, Inc. since the brand of microinjection system is most compatible with the specific needs of the facility. Specific equipment with sensitive instruments is required to enable researchers to instill volumes of liquid as low as 0.000001 mL into the organoid lumen. As a result, any contractor other than Tritech Research, Inc. that would provide the microinjection system to the facility would unintentionally cause a delay in research. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334516 with the size standard of 1,000. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar microinjection systems are available that will provide comparable capabilities for the facility. If said OFFER and technical capabilities/narrative is received within seven (7) calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
