PART I

GENERAL INFORMATION

1.1 INTRODUCTION

The Texas General Land Office (“GLO”) requests information regarding ranching investment, development, design, construction, and/or property management services. The GLO plans to post a Request for Proposals (RFP) in May 2025 seeking proposals from firms with the ability to provide GLO with an investment and development plan, using best practices in the industry and containing accurate cost estimates, to create revenue-generating opportunities for the Brewster

Ranch property located in Brewster County, Texas, including but not limited to commercial hunting, wildlife management, rangeland restoration, livestock grazing, CO2 sequestration, and ecotourism (the “Brewster Ranch Plan”). Upon selection by GLO, the entity would then be required to timely produce the Brewster Ranch Plan, with GLO input, and, upon final approval and a written notice to proceed, issued at GLO’s sole discretion, execute the Brewster Ranch

Plan and provide turn-key pre-construction planning, design, permitting, construction, repair, maintenance, and operations services necessary to execute the Brewster Ranch Plan (the

“Project”).

GLO has developed this RFI to better understand the vendor landscape, types of services available, potential costs to implement, estimated schedule for project completion, and market environment.

The main goals of the RFI are to:

• Assist GLO in identifying types of ranching investment ideas and opportunities.

• Provide GLO with an estimated expectation of costs and timeline for the property to reach self-sustainability and eventually profitability.

• Help GLO identify key subject matter experts.

Who should respond to the RFI?

• Vendors who offer ranching investment, development, construction, and property management services.

1.2 RFI PURPOSE

Potential vendors are advised that GLO issues this RFI solely for the purpose of collecting feedback on ranching investment, development, construction, and property management services. GLO shall have the sole discretion to reject or disregard any information submitted in response to this RFI. GLO shall not be liable for any cost incurred by any potential vendor in the preparation and submission of information in response to this RFI.

This RFI is issued solely for the purpose of obtaining information that may assist GLO in preparing specifications for a possible issuance of a future solicitation. This RFI is not a Request for Offers (RFO), Request for Proposals (RFP), Invitation to Bid (IFB), solicitation, purchase, commitment to conduct procurement, or an offer of a contract or potential contract. GLO is under no obligation to issue a solicitation or otherwise initiate a procurement process. Respondent’s submission of a Response is voluntary and failure to respond will have no impact on the evaluation of responses to any subsequent solicitation.

1.3 RFI PREPARATION EXPENSE

GLO shall pay no costs, expenses, or any other amounts to any entity that are incurred under or related to this RFI.

Any expense related to the submission of an RFI is the sole responsibility of the Respondent.

The state will not reimburse Respondents for any cost related to the preparation or submission of the response. However, all Respondents will be invited to participate in the Request for

Proposals (RFP), if the GLO determines to move forward with the project.

PART II

SCOPE

2.1 BACKGROUND

The GLO recently acquired a large ranch in West Texas that requires GLO to have a specialized ranching property development plan and execute the design, construction, maintenance, and operations of that development plan efficiently to generate revenue for the Permanent School

Fund (PSF). The “Property” is a 355,104 +/- acre ranch property located in Brewster County, Texas. Additional property details, maps and pictures can be found in Exhibit A, Property

Details.

2.2 SCOPE

The GLO is seeking information from full-service ranch land investment, development, and management companies that have the capacity to provide turn-key planning, design, construction management, and maintenance services for large acreage investment ranch properties. In order to provide the maximum value possible to the PSF, the GLO is seeking information on how to properly maximize the revenue generating potential of the various biological, residential, commercial, geological, cultural, and recreational aspects of the 355,104 +/- acre Brewster Ranch property and subsequently execute these plans.

GLO is looking to identify opportunities to implement conservation strategies, develop and expand infrastructure, and repair roads, water wells, and existing structures. Broader investment strategies GLO is looking to identify include but are not limited to: viability of hunting lodge opportunities and tourism; construction of aircraft runways; potential soil carbon capture opportunities; and, to build, preserve, renovate, maintain, operate, and/or ensure efficient execution of any other revenue generating strategy recommended by Respondents and priorly approved by GLO.

2.3 DELIVERABLES

In addition to the investment ideas and strategies requested in Section 2.2, the GLO specifically requests information to help define project areas by requesting responses to the following questions:

a. What type of ranching investment, development, design, implementation, construction, management and operations services do you provide?

b. Would you be interested in providing all these services? If not all, which services can you provide?

c. What would be your proposed phases and/or milestones for a project of this scope?

d. What would be your estimated costs to GLO to reach project completion?

e. What would be your estimated timeline schedule to reach project completion?

f. Would your company be able to provide post implementation property management and operations services? What would be the annual cost to GLO?

g. Other than the suggested investment strategies listed above, what additional features or strategies would you recommend for this property?

h. Do you forecast any scheduling or implementation restrictions or delays?

i. What is your typical pricing structure for investment development services?

j. What is your typical pricing structure for pre-construction planning and design services?

k. What is your typical pricing structure for implementation and construction oversight services?

l. What is your typical pricing structure for property management and operations services?
