About this file

This is a Request for Information (RFI) issued by the U.S. Marine Corps for market research purposes regarding a Commercial Off-The-Shelf (COTS) Reverse Osmosis Water Purification Unit (ROWPU) to replace the legacy Tactical Water Purification System (TWPS). The RFI number is M67854-26-I-5331, posted on 23 June 2026 with a response deadline of 23 July 2026 at 10:00 A.M. local time, Quantico, VA. This is not a solicitation and will not result in contract award or government payment for information provided. The Marine Corps anticipates a potential future procurement of 145 ROWPU systems under a 5-year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The required system must produce a minimum of 1,000 gallons per hour (threshold) to 1,500 gallons per hour (objective) from seawater sources (45,000 ppm TDS) and 1,500 GPH from brackish/freshwater sources, consuming no more than 30 kW (threshold) or 15 kW (objective). The ROWPU must be transportable on a single 463L pallet and internally transportable on C-130 and C-17 aircraft, with setup time not exceeding two hours (threshold) or one hour (objective). Additional requirements include operating capability from 33°F to 120°F ambient temperature, a Mean Time Between Operational Mission Failure of 350 hours (threshold) or 700 hours (objective), and Mean Time To Repair of 4 hours (threshold) or 2 hours (objective). Vendors must provide detailed responses to 11 specific inquiries regarding commercial availability, production timelines, cost estimates, technical test data, consumables, supply chain vulnerabilities, technical drawings, facility capabilities, and small business classifications. Responses must not exceed 5 pages, be submitted electronically to Contract Specialist Jamie Fullinwider at jamie.fullinwider@usmc.mil, and must include required cover page information. Questions must be submitted by 07 July 2026 in writing only; no industry day is planned.

DOCUMENT EXISTS.

1.0 Purpose

This is a Request for Information (RFI) for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to identify sources capable of providing a Commercial Off-The-Shelf (COTS) Reverse Osmosis Water Purification Unit (ROWPU) that can purify over 1,200 gallons of water per hour.

The Government does not intend to award a contract on the basis of this RFI or to pay for the information solicited. The information provided will be used to assess market capabilities and refine future requirements.

2.0 Description

The Product Manager Engineer Systems, Portfolio Acquisition Executive Marine Corps (PAE MC), is conducting market research for potential sources of a ROWPU. This system is intended to replace the legacy Tactical Water Purification System (TWPS).

The envisioned ROWPU will be a critical enabler for expeditionary forces, particularly those executing Expeditionary Advanced Base Operations (EABO), where success hinges on mobile, self-sufficient, and logistically light units. By producing potable water at the point of need, the ROWPU directly increases operational tempo while reducing the vulnerability of extended logistical supply lines. The system will be used across the full range of military operations, from combat support to Humanitarian Assistance/Disaster Relief (HA/DR).

The ROWPU must address the deficiencies of the legacy system by being more supportable, reliable, and capable. It should be significantly lighter, have lower power requirements, and deliver enhanced performance, particularly in saltwater environments.

The Marine Corps anticipates a procurement of 145 ROWPU systems under a potential 5-year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Interested vendors should demonstrate their capability to meet the performance requirements and provide structured, detailed responses regarding their solution, as described below.

Reverse Osmosis Water Purification Unit (ROWPU)

3.0 Performance Requirements

The system must meet the following characteristics:

3.1 Water Production Rate

The system shall produce a minimum of 1,000 (Threshold (T)) 1500 (Objective (O)) Gallons Per Hour (GPH)(T) from a standard seawater source (45,000 ppm Total Dissolved Solids (TDS).

The system shall produce a minimum of 1,500 GPH from a brackish/freshwater source

The system shall produce potable water that meets all contaminant levels as defined in

TB MED 577 / NAVMED P-5010-10 / AFMAN 48-138_IP. (T=O).

3.2 Energy Efficiency

The system shall consume no more than 30 Kilowatts (kW) (T) 15kW (O).

The system must be compatible with the current family of Department of War generators.

(T=O)

3.3 Operational Attributes

The system shall be transportable on a single 463L pallet and be internally transportable on C-130 and C-17 aircraft (T). It should also be internally transportable in a CH-53 aircraft (O).

The Setup of the system shall not exceed two hours (T) one hour (O).

It shall be prepared from operational to transport within three hours (T) / two hours (O).

3.4 Operating Environment

The system shall be capable of operating at ambient temperatures from 33°F to 120°F.

(T=O)

The system should be capable of operating down to 25°F. with a cold weather kit. (T=O) The system shall be capable of producing potable water from a contaminated source for a minimum of two continuous hours when used with a compatible Chemical Biological Radiological Nuclear pre-treatment kit. The system must be able to be decontaminated and allow a crew in Mission Oriented Protective Posture Level IV (MOPP-IV) to perform a full operational cycle.

3.5 Supportability Attributes

System Reliability:

o Mean Time Between Operational Mission Failure (MTBOMF) of 350 hours (T)

700 hours (O) Maintainability:

Reverse Osmosis Water Purification Unit (ROWPU) o The system shall have a Mean Time To Repair (MTTR) of 4 hours (T) 2 hours

(O), o All maintenance shall be performed without the need of special tools.

4.0 Information Requested

Interested vendors are requested to provide detailed responses to the following questions and inquiries. Please structure your response in a similar format.

1. Is the item currently available in the commercial market in accordance with (IAW) Federal Acquisition Regulations Subpart 2.101?
