About this file

This is a Request for Information (RFI) issued by the Alaska Department of Transportation and Public Facilities for Ted Stevens Anchorage International Airport (ANC) regarding airside ramp snow removal services for the 2026-2027 winter season. The RFI seeks industry feedback on contractor availability, capability, and interest in providing snow removal operations on approximately 5.5 million square feet of airside pavement, with the remaining common-use ramp areas (approximately 85 percent of the footprint) representing the primary service area. The airport is requesting information regarding the provision of five Caterpillar 980-size wheel loaders or equivalent (10 years old or newer) equipped with box plows featuring a minimum 24-foot clearing width with rubber or polyurethane cutting edges. The proposed contract period extends from October 15, 2026, through April 1, 2027, with an operational start date of October 15, 2026. Written responses must be submitted to Procurement Officer Dan Trubiano no later than June 22, 2026, at 2:00 p.m. Alaska Time via email to daniel.trubiano@alaska.gov or by delivery service to 2200 E. 42nd Ave, Anchorage, AK 99508. This RFI does not constitute a formal solicitation and does not obligate the state to issue a subsequent Request for Proposal or guarantee future procurement.

Respondents should assume contractor services will be provided on an as-needed basis with no guaranteed minimum or maximum call-outs, equipment must be dedicated exclusively to ANC throughout the contract period and maintained within the Anchorage area, and personnel must be capable of responding within two hours of airport notification. The airport is considering an hourly compensation model and seeks feedback on hourly equipment rates, operator rates, standby or availability charges, and alternative pricing structures, with specific interest in whether seasonal standby payments would be necessary to support exclusive equipment dedication. The RFI also requests information on supplemental capabilities including ramp broom operations and side-dump truck snow hauling services. Respondents are encouraged to provide company information, relevant experience, available equipment inventory, typical hourly rates, recommended contract structure, operational recommendations, and estimated burdened hourly rates per loader with operator. ANC will not reimburse respondents for response preparation costs, and participation in this RFI does not preclude future participation in any subsequently issued Request for Proposal. Administrative Order 352 applies, disqualifying any person or business determined to support or participate in a boycott of the State of Israel, unless the business has fewer than 10 employees or the contract amount is less than $100,000.

Request for Information

REQUEST FOR INFORMATION (RFI) 2526H325 AIRSIDE RAMP SNOW REMOVAL SERVICES

TED STEVENS ANCHORAGE INTERNATIONAL AIRPORT (ANC)

1. Introduction:

Ted Stevens Anchorage International Airport (ANC) is issuing this Request for Information (RFI) to gather industry feedback regarding the availability, capability, and interest of contractors to provide airside ramp snow removal services during the 2026-2027 winter season.

This RFI is for information and planning purposes only. It does not constitute a solicitation, Request for Proposal (RFP), Invitation to Bid (ITB), or Request for Quotation (RFQ). Responses will assist ANC in evaluating procurement strategies, contract structure, equipment requirements, staffing expectations, mobilization requirements, and market capacity.

ANC is additionally interested in understanding the availability of supplemental airport snow removal resources, including ramp broom operations and snow hauling services utilizing side-dump truck equipment.

2. Background Information:

ANC operates one of the largest air cargo hubs in the world and maintains extensive airside pavement areas that require snow and ice removal throughout the winter season.

The airport is evaluating options for contracting snow removal services on common-use airside ramp areas. The intent is to supplement airport maintenance operations and ensure timely snow removal during winter weather events.

The estimated area under consideration consists of approximately 5.5 million square feet of airside pavement. Approximately 15 percent of the total footprint is preferential-use ramp area and will be serviced by tenant operators or other parties.

The remaining common-use ramp areas would be the responsibility of the contractor under a future solicitation.
