About this file

This document is a Responses to Questions file for Request for Information (RFI) No. DDS RFI 25-70008 issued by the California Department of Developmental Services (DDS). The RFI seeks to identify solution alternatives to replace the existing drug claims billing solution and focuses on Medicare Part D claims processing services. The primary objective is to submit HIPAA-compliant claims and receive reimbursements from Medicare Part D claims processing, with the scope addressing the translation of claims and payments data from the Cost Recovery System (CRS) to various Pharmacy Benefit Plans (PDPs). RFI vendor responses are due January 9, 2026 at 2:00 PM PST, though the posting will remain viewable on the California State Contracts Register until February 6, 2026 at 5:00 PM PST. The anticipated implementation timeline for this project is July 2026. The required deliverables include a pharmacy claims editor with specific functionalities, conversion of standard 835 payment data transactions to CRS-compatible formats, and provision of supplemental drug billing data including CRS account information, service dates, bill amounts, and PDP plan identifiers.

The current vendor performing Medicare eligibility verification and facilitating the Part D billing process is Experian. The anticipated contract value is unknown at this time. DDS has indicated openness to expanding the scope beyond Part D to include replacement of the entire CRS system or Medicare claims processing for Parts A, B, and D; however, the priority remains the Part D pharmacy billing platform. Drug charges and diagnoses are submitted to CRS by Developmental Centers and State Hospitals, which then generate monthly drug billing extracts forwarded to the vendor application for formatting and submission to PDPs. The vendor will be responsible for handling constant and qualifier values for D.0 claims after receiving variable drug billing data from CRS.

REQUEST FOR INFORMATION (RFI) NO. DDS RFI 25-70008

DDS MEDICARE PART D DRUG CLAIMS SERVICES PROJECT

ITEM #
QUESTION
RESPONSE
1
Where can I find file format definition for DDS, DDM and NCPDP D.0 claims?
Please see the Cost Recovery System (CRS) Drug Billing Extract Layout and Telecommunication Guide D.0 attachments.
2
The RFI document mentions that RFI responses are due on 1/9/2026 at 2:00 PM PST, but the procurement website lists the event end date as 2/6/2026 at 5:00 PM PST. Is the January date correct?
The event date allows the posting to be viewed on DGS California State Contracts Register (CSCR) until February 6, 2026; however, the RFI Vendor Responses are due January 9, 2026 2:00PM, PST per the Key Action Dates Table.
3
What is the anticipated contract value for this service?
Unknown at this time.
4
Is there a timeline in pursuing the project?
The timeline for this project is estimated to be implemented by July of 2026.
5
The RFI document mentions that there is a current legacy application in place. Could you please provide the current contract documents/information?
Our current contract is with the vendor Experian. They perform Medicare eligibility verification and facilitate the Part D billing process.

Other than that, we are unable to provide any documentation related to the current legacy application's contract or additional details beyond what has already been shared in the RFI. The technical specifications and workflow diagram included in the RFI should provide the necessary information to move forward.

6
This RFI appears to be similar to the 2020 RFI, in which DDS was only looking for a vendor to translate the claims/payments data from/to CRS and the various PDPs. We would like to confirm that this is the key intent of this RFI.
Yes, the purpose of this RFI is to submit HIPAA compliant claims and receive reimbursements from Medicare Part D claims processing.
7
Is DDS open to replacing the whole of CRS?
Department of State Hospitals (DSH) is in process of converting to an Electronic Health Record platform. Any system will require DSH to integrate with the billing system DDS utilizes. However, the priority is the Part D/pharmacy billing platform.

The scope of this RFI should primarily address Medicare Part D claims processing. If interested in replacement for all of Medicare claims processing (part A,B, and D), that would be an option the State would consider.

8
Who is submitting DDS claims? Are these all DDS staff at regional and development centers? Or are their provider partners who submit claims through DDS?

If providers submit claims, how do they get into CRS?

Drug charges and diagnoses are sent from Developmental Centers (DCs) and State Hospitals (SHs) to CRS. CRS bills out account billable charges monthly which creates the drug billing extract. This extract file is sent to the Vendor application which formats and submits the drug claim D.0.

9
Regarding the bullet, 'Provide Pharmacy Claims Editor', Can DDS please provide clarification on what features and functionalities you're looking for in a claims editor?
Please see the Pharmacy Claims Editor attachment.
10
The document mentions the need to convert standard 835 payment data transactions to the format needed for posting by CRS. What kind of formatting is CRS looking for?
Please see the CRS Drug ERA Payment layout.
11
For the drug claim data coming from CRS, what kind of supplemental data is DDS looking for the vendor to provide before submitting the claim to the various PDPs?
All variable drug billing data (i.e., CRS account info, service date, bill amount, PDP plan id info. What’s left to format on the D.0 claim, such as constant/qualifier values will be handled by the proposed vendor application.
