About this file

This document is a Request for Information (RFI) issued by the Early Learning Coalition of Palm Beach County, Inc. (the Coalition) seeking information on providing group health insurance services. The objective of the RFI is to gather information from qualified health insurance brokers to potentially support the Coalition's group health insurance needs. The Coalition is a non-profit organization that administers early care and education programs in Palm Beach County, Florida, with a staff of approximately 240-250 employees. The RFI outlines the scope of services requested, which includes providing HMO/PPO health plans, employee assistance programs, benefits administration, online services, and claims processing. Qualified responders must demonstrate expertise in the group health insurance industry, provide details on their services and technical qualifications, and submit pricing information. The RFI provides a proposed schedule with key dates, including the response due date of April 24, 2024. No contract award will be made based on this RFI process; rather, the Coalition intends to use the information gathered to potentially issue a subsequent Request for Proposals at a later date.

The RFI requires responders to provide detailed pricing information for health insurance plans, including premium rates, coverage options, and cost containment strategies such as network discounts and utilization management programs. While the Coalition does not disclose a specific budget or funding source, it notes that it operates a $100 million budget funded solely with federal, state, and local grants. The RFI also outlines requirements related to compliance with laws and regulations, as well as provisions for public records and trade secrets.
