About this file

This is a Request for Information (RFI) issued by the City of Austin for drone-based exterior cleaning services to support Austin Water (AW) facilities and treatment plants. The RFI seeks industry input to inform the development of a future scope of work and to confirm that the requested services are reasonable and achievable. The City is not soliciting bids at this time but is gathering information on industry standards, capabilities, and innovations in drone cleaning technology. Respondents should provide details on proposed scopes of work, operational requirements, environmental and safety considerations, scheduling capabilities, contractor qualifications, and pricing structures. The document specifies that delivery services will occur at 11110 El Salido Parkway, Austin, Texas 78750, with service hours available Tuesday through Thursday from 7:00 AM to 2:00 PM. Responses to the RFI are not offers and cannot form a contract; however, respondents may request notification if the City issues a competitive solicitation for these services in the future.

The RFI requests comprehensive pricing information including unit pricing per square foot or per structure, hourly labor rates for pilots and crew members, pricing variations based on structure height and material type, mobilization and demobilization costs, equipment rental and chemical costs, environmental compliance and waste disposal fees, and optional value-added services such as enhanced reporting and expedited response fees. The City prefers the use of Citra Shield or approved equivalent environmentally responsible cleaning agents and requires Safety Data Sheets and written approval for all chemicals prior to use. Contractor qualifications must include appropriate licensing and certifications, a minimum of three completed projects within the past five years involving drone-based exterior cleaning of similar vertical infrastructure, and established full-time business operations. The City will provide a contract manager, site access including water sources, designated project coordinators, and detailed site maps, while contractors are responsible for all equipment, personnel, compliance documentation, and operational expenses.
