About this file

This is a Request for Information (RFI) issued by the State of Colorado, Governor's Office of Information Technology (OIT), for market research on enterprise network security solutions. The RFI seeks information on Next-Generation Firewalls (NGFW) and centralized network security management solutions that support OSI Layers 2 through 7, including deep packet inspection, application recognition, vulnerability protection, and malware mitigation. The state requires solutions with centralized administrative management, multi-tenant architecture supporting multiple state agencies on single physical hardware, remote access VPN capacity for a minimum of 15,000 concurrent users, and dynamic threat and AI integration capabilities. The solicitation was published on August 28, 2026, with vendor responses due by September 23, 2026, submitted through BidNet Direct. Vendors are invited to complete a demonstration request form to be considered for presentations, and optional formal submissions and pricing information are welcome but not mandatory. This is market research only and is not a solicitation; no award will result from vendor responses.

All proposed solutions must meet strict federal and state regulatory mandates, including FIPS 140-3 validation for hardware and cryptographic modules, and comprehensive controls supporting Personally Identifiable Information (PII), Protected Health Information (PHI), Federal Tax Information (FTI), and Payment Card Industry Data Security Standard (PCI DSS) requirements. Vendors must detail enterprise support frameworks including 24/7/365 tier-3 technical support, minimum 4-hour hardware replacement SLA for critical core sites, platform stability with backward compatibility guarantees, and transparent licensing structures. Pricing information submission is voluntary and non-binding; the state requests vendors describe their licensing structure such as per-user, per-endpoint, or data volume models. All responses become property of the State of Colorado, and vendors may request confidentiality treatment for trade secrets or proprietary information with appropriate justification and separation from non-confidential materials. Responses remain confidential until after an award based on a subsequent solicitation or until the procurement official determines the state will not pursue further solicitation.

This RFI is considered formal market research for the purposes of §24-37-302(1) (a.5), C.R.S., if applicable.

1.2. Confidentiality

a. All responses to this RFI shall be considered confidential until after an award based on a subsequent solicitation has been made or until the procurement official from the issuing agency determines that the state will not pursue a solicitation based on this RFI. After such time, the responses to this RFI shall be open to public inspection in accordance with the provisions of the Colorado Open Records Act. Reference §24-103-201.5(4), C.R.S.

b. The State reserves the right to have information submitted in response to this RFI be reviewed by other entities within the State for purposes of compiling and analyzing possible options.

1.3. Introduction

The State of Colorado, Governor's Office of Information Technology (OIT), is issuing this Request for Information (RFI) to perform market research and gauge enterprise capabilities for Next-Generation Firewalls (NGFW), & centralized network security management solutions. The focus of this initiative is for dedicated enterprise hardware & network-layer security across OSI Layers 2 through 7 which is separate from endpoint & workstation security software.

OIT shall evaluate technology solutions and strategies for enterprise stability, multi-tenant agency support, predictable lifecycle maintenance, and compliance with federal and state data protection standards. This RFI seeks market research white papers, proposals and budgetary projections from industry-leading enterprise network security vendors.

1.4. Scope of Work

a. Core Technical and Architectural Requirements

i. OSI Layer Inspection: Full Next-Generation Firewall (NGFW) functionality operating seamlessly across OSI Layers 2 through 7, including deep packet inspection, application recognition, vulnerability protection, malware mitigation, and granular data filtering.

ii. Centralized Management: Administrative management system providing unified policy orchestration, configuration management, software update distribution, and threat monitoring across all deployed appliances.

iii. Multi-Tenancy Architecture: Support for hardware virtualization (e.g., multi-context / virtual system architecture) enabling secure logical isolation and hosting of multiple distinct state agencies on single physical firewall hardware platforms.

iv. Remote Access VPN Capacity: Native capacity to support a minimum of 15,000 concurrent remote access VPN users with high performance, scalability, and seamless authentication integration.

v. Dynamic Threat & AI Integration:Support for External Dynamic Lists (EDLs), automated IP/domain blocklisting, automated threat response workflows, and AI-driven security management integration.

b. Regulatory Compliance & Data Protection Standards All proposed solutions and hardware platforms must meet strict federal and state regulatory mandates, including:

· Cryptographic Certification: FIPS 140-3 validation for hardware and cryptographic modules.

· Data Protection Frameworks: Comprehensive controls supporting Personally Identifiable Information (PII), Protected Health Information (PHI), Federal Tax Information (FTI), and Payment Card Industry Data Security Standard (PCI DSS) requirements.

c. Hardware, Maintenance, and Support SLA Expectations Given the critical nature of state infrastructure, vendors must detail their enterprise support frameworks addressing the following key expectations:

· Support Availability: 24/7/365 tier-3 enterprise technical support model.

· Hardware Replacement SLA: Minimum 4-hour Return Merchandise Authorization (RMA) hardware replacement turnaround time for critical core sites.

· Platform Stability & Upgrade Predictability: High operational stability, rigorous software quality assurance, backward compatibility guarantees, and transparent CVE patch deployment models that eliminate unannounced dependency breakages and emergency off-hours maintenance windows.

· Transparent Licensing & Features: Clear, predictable licensing structures without unannounced paywalls or shifting core features into separate add-on subscriptions.

Section 2 Vendor Response Criteria
