About this file

This is a Request for Information (RFI) issued by the State of Colorado's Office of Information Technology (OIT) for market research purposes regarding Endpoint Web Monitoring solutions. The RFI, numbered 2027000005 and referenced as REQ 13163570, was published on July 17, 2026, with a vendor response submission deadline of August 12, 2026, at 1:30 p.m. through BidNet Direct. The State seeks to research and evaluate vendors and products capable of monitoring web traffic and internet activity across endpoint devices, including laptops, desktops, smartphones, tablets, and virtual machines used by state employees. The primary objective is to conduct product demonstrations with selected vendors to better understand the endpoint web monitoring domain. This RFI is explicitly designated as market research only and will not result in a contract award; however, it will inform a subsequent formal solicitation. Vendors are required to complete a Google Form to be considered for product demonstrations, though not all respondents will be selected. Participation in the demonstration phase will be determined at the sole discretion of internal stakeholders based on the value proposition offered.

Vendor responses may include formal documentation, white papers, and marketing materials submitted through BidNet, though such submissions are optional. The State requests non-binding pricing information to understand market costs and pricing models, asking vendors to describe their licensing structures, whether per-user, per-endpoint, or based on data volume. All RFI responses are considered confidential until after a subsequent award is made or the State determines not to pursue further solicitation, at which point responses become subject to the Colorado Open Records Act. Respondents may request that certain portions be classified as trade secrets or proprietary information, provided such requests are clearly separated, justified, and accompanied by both redacted and unredacted versions. Submission of pricing information and formal proposals are entirely voluntary. Contact for inquiries is Mike Whalen at Mike.Whalen@state.co.us.
