About this file
This is Addendum No. 1 to a Request for Information (RFI #2026017) issued by the Florida Department of Environmental Protection seeking vendor information regarding a Public Records Search & Case Management Solution. The Department requires a secure, Azure-hosted solution capable of searching approximately 6,000 mailboxes across Microsoft Office 365 records with emphasis on Exchange Online functionality. The solution must provide granular search capabilities, comprehensive case management, deduplication, redaction, legal hold management, and full auditability features compliant with CJIS, HIPAA, and PII handling requirements. Written questions are due April 1, 2026 at 5:00 PM, with answers posted by April 3, 2026. RFI responses must be submitted by April 16, 2026 at 5:00 PM via email to Procurement Officer Sabina Flanagan at sabina.flanagan@FloridaDEP.gov. The RFI requires vendors to demonstrate compliance across 41 specific requirements organized into nine categories: access control and authorization, search scope and query precision, case management and auditability, advanced features, integration with records systems, system reliability and support, compliance and legal readiness, non-functional requirements, and implementation and migration.
Vendors must provide detailed compliance information using specified coding (Fully Compliant, Partially Compliant, Compliant via Third-Party, Not Compliant, or Roadmap with estimated timelines) along with comprehensive cost information including support rates (standard versus premium tiers), licensing costs (user, case, storage, API usage, and connectors), annual maintenance and upgrade costs, third-party license requirements, implementation costs including setup, configuration, migration and training, and any available government or education pricing discounts. The RFI explicitly states that responses are not offers and will not result in contract awards; however, a competitive procurement may be issued subsequently based on information gathered. No specific budget range, award value, set-aside designations, or incumbent contractor information is disclosed. All vendor responses become public records subject to Florida's Public Records Act unless properly segregated and marked as trade secrets or confidential information. The Department is not liable for vendor costs in preparing responses, and submissions may be used as the basis for vendor demonstrations at the Department's discretion and at no cost to the Department.
