Introduction
Aiken County School District “District” is seeking feedback and information from qualified and experienced medical professionals interested in acting as the Districts Supervising Physician (MD/DO) for all Athletic Training Services at our 7 area high schools.
The District is committed to providing a high-quality education to its diverse student population and is seeking a thorough examination of a selection of medical professionals to ensure adherence to regulations and assessments of outcomes and effectiveness of our Athletic Trainers.
Purpose of the Request for Information (RFI)
The purpose of this Request for Information (RFI) is to solicit interest from qualified medical professionals pertaining to the scope of work provided in the accompanying document.
Respondents are encouraged to recommend any additional elements that should be incorporated into the documents to facilitate consideration of the roles and responsibilities, ultimately aligning with the desired outcomes articulated in the scope of work.
Any information gathered will allow a more inform evaluation and assignment of a Supervising Physician for our District Athletic Trainers.
1. Anticipated Scope of Services:
Provide medical oversight and supervision of licensed Athletic Trainers (Ats) working within Aiken County Public School District to ensure safe, effective, and compliant delivery of athletic health care services to student-athletes at all 7 high schools that engage in sporting activities.
2. Reporting and Oversight Expectations:
General supervision (physician not required to be on-site but must be available) At least one formal meeting per semester; more frequent communication as needed and maintain documentation of supervision meetings, updated protocols and standing orders.
3. Medical Services Student athletes shall have the option to be referred to the designated Supervising Physician for evaluation and treatment. Referral to the Supervising Physician is encouraged to support coordinated care but is not mandatory. Student athletes retain the right to seek medical care from a licensed provider of their own choosing.
The role of the Team Physician is to serve as a resource for the Athletic Trainers and to provide medical oversight, but not to restrict access to other qualified medical professionals.
4. Liability and Compliance Expectations:
The Physician shall maintain appropriate medical licensure and liability insurance as required by state law.
Both parties agree to comply with HIPAA, FERPA, and other applicable confidentiality regulations regarding student health information.
5. Information Requested:
Provide feedback and interest of being assigned based on the information herein To ensure compliance and inclusivity to expectations of the Supervising Physician position.
6. Provide Feedback on Scope of Work Services:
Provide any feedback on scope of services outlined in the attached document for suggested deletions or modifications. Identify any potential challenges pertaining to performing this service.

8. Disclaimer:
This will be a collaborative relationship between the Parties. Each Party shall be responsible for its own costs and expenses related to the activities outlined herein.
No funds will be exchanged, and any agreement stemming from this RFI will not create any financial obligation or liability for either Party.

Scope of Work
Provide medical oversight and supervision of licensed Athletic Trainers (ATs) working within Aiken County Public School District to ensure safe, effective and compliant delivery of athletic health care services to student-athletes.
Provide general medical supervision to district-employed or contracted Athletic Trainers.
Review and co-develop written protocols for:
Injury prevention and treatment Concussion management Emergency care (e.g., heat illness, sudden cardiac arrest) Return-to-play and return-to-learn decisions
Approve and annually review standing orders that authorize Athletic Trainers to administer care.
Ensure ATs operate within the legal scope of practice as defined by South Carolina law and the SC Department of Health and Environmental Control (DHEC).
Be available for timely consultation with ATs via phone, text and in person.
Participate in periodic meetings with Athletic Training staff and/or school administration to discuss student care, protocols, and health trends.
Assist in evaluating complex or high-risk injuries referred by ATs.
Review documentation and injury reports as needed to ensure accuracy and quality of care.
Collaborate in the development and review of Emergency Action Plans (EAPs) for each school’s athletic facilities.
Provide medical input on emergency equipment needs (e.g., AEDs, spine boards, splints)
Support ATs with clinical updates and continuing education related to sports medicine.
Provide guidance in public health matters that may affect athletics (e.g., communicable disease management).
Provide general supervision (physician not required to be on-site but must be available.
