SUBJECT: Secure Facility Custodial Services
The Government is only conducting market research for the purpose of obtaining information.
All information provided is STRICTLY VOLUNTARY.
The Government is conducting market research to identify potential small business sources who can provide custodial services in government facilities that require Top Secret (TS) Clearance.
The contractors’ personnel shall possess a current TS Facility Clearance issued by Defense Security Service (DSS) office. Personnel must have a final U.S. Government issued TOP SECRET security clearance and be DCID 6/4 eligible with a current SSBI.
The aforementioned facilities are physically located at Joint Base San Antonio (JBSA) Lackland and Lackland Training Annex and Kelly Annex, located in San Antonio, Texas. These facilities and compounds are physically separated and the contractor shall provide transportation in between locations.
Service Description:
The contractor shall provide all management, tools, equipment, transportation and labor necessary to ensure that custodial services are performed at 16th Air Force, Joint Base San Antonio (JBSA) Lackland, including, its associated annexes, in a manner that will maintain a satisfactory condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks identified in Appendix A and shall provide and replenish soap and paper products in all restrooms, in order to meet the requirements of this Draft Performance Work Statement (PWS) and the Service Summary (SS). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force (HAF) standards, instructions, and commercial practices.
Based on the current draft versions of the Performance Work Statement (PWS), it is anticipated that the contractor will have to service an estimate of 31 buildings at different locations with an estimated total of 683,660 SF that will need to be serviced and cleaned. The total amount of carpet is approximately 560,176 SF, restrooms are estimated at 19,303 SF and hard floors at 104,181 SF. Cleaning of facility square footage will be by different levels of service and may range in cleaning of facilities from daily to semi-annually depending on facility/organization mission. Currently, there is no anticipated solicitation time frame, or period of performance available for this requirement. This market research is aimed at assisting the Government to develop a procurement strategy for these services. The required custodial services include as follows:
1. Facility cleaning services (non-carpeted floors, carpeted floors, Stairways/Elevators/Handicap Lifts, Clean Floor (Walk-Off) Mats, and Trash Collection/Removal (Centralized Locations))
2. Restrooms/Locker Rooms Cleaning Services (Clean and disinfect, sweep and mop, restroom floor care, stock room supplies, sanitary toilet seat covers, clean drinking fountains, Restroom Trash Removal, and Maintain Waterless Urinals)
3. Periodic Hard floor Maintenance: (cleaned, scrubbed, sealed, polished, waxed, and stripped as required for the appropriate surface to maintain, protect and ease normal routine floor cleanings)
4. Periodic Carpet Restorative Cleaning: (be deep cleaned in order to remove embedded soil from carpet fibers. Deep cleaning shall employ an effective technique and/or method to address soil suspension, soil extraction and drying. Solutions shall be removed from baseboards, furniture, trash receptacles, chairs, and other similar items).
5. Contractor shall supply: Plastic Trash Can Liners/Bags, Toilet Tissue, Paper Towels, Liquid anti-bacterial soap for dispensers, and liquid anti-bacterial soap, toilet tissue and paper towels, Toilet Seat Covers)
