About this file
This is a Request for Information (RFI) from the Federal Bureau of Investigation's (FBI) Finance and Facilities Division seeking industry feedback on Facilities Technology Management (FTM). The FBI requires contractor support for TRIRIGA, their primary facilities management tool, which is approaching its End of Life (EOL) in September 2027. The RFI seeks vendors to conduct a comprehensive assessment of the FBI's current technology systems and market alternatives, with two primary objectives: 1) provide operations and maintenance support for secondary applications for up to 500 users, and 2) perform a detailed systems assessment to optimize the FBI's facilities technology portfolio.
Key deliverables include a written assessment report with system comparisons, cost models, and recommendations, along with a presentation of findings to FBI stakeholders. Vendors must assess system capabilities, scalability, interoperability, and compliance, evaluate costs and risks, and provide a recommended solution. The RFI includes a detailed capabilities statement requirements, with submissions due by 11:00am CT on December 23, 2025. The FBI may invite select vendors to a Reverse Industry Day to discuss challenges and innovative approaches. All communications should be directed to Contracting Officer Tammy Clark and Contract Specialist Daryl Slate.

Federal Bureau of Investigation Finance and Facilities Division
Request for Information
RFI #: 15F067-26-PN-MEA04
Date: December 8, 2025
The Federal Bureau of Investigation (FBI) is conducting market research to gather industry feedback and capabilities related to Facilities Technology Management (FTM).
The information contained herein only initiates communication with industry to assess market potential. No solicitation document exists currently. This Request for Information (RFI) does not constitute a Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers.
PURPOSE
The Finance and Facilities Division (FFD) of the FBI completed the implementation of several large-scale asset, facilities, financial, logistics, and procurement management systems and developed business processes to operate and sustain these systems. Over the next several years, the Division plans to maintain and enhance existing systems, implement new systems, and identify opportunities to improve and optimize business processes.
The Accounting and Technology Section (ATS) is the organization responsible for the administration and management of initiatives that are critical to the FFD and to the FBI’s overall financial and facilities management infrastructure. These initiatives encompass the selection, implementation, and sustainment of multiple Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), and custom applications, tools, and technologies needed to ensure the FBI’s mission.
The FBI requires contractor support for the primary tool, TRIRIGA, until its End of Life (EOL) in Sept 2027, potentially longer depending on mission need. To prepare and respond to the TRIRIGA EOL, ATS also seeks to optimize its technology portfolio to ensure continuity of facilities management operations.

STATEMENT OF WORK / TECHNICAL OBJECTIVES
The Government seeks information from capable vendors to support the following technical objectives in two categories: 1) TRIRIGA Operations & Maintenance and 2) System Assessment of the optimal FBI facilities technology portfolio:
TRIRIGA Operations & Maintenance (O&M):
o Provide technical and functional support for the secondary applications in the Real Property Portfolio for up to, but not limited to, 500 users, including updates, maintenance, support operations, troubleshooting, security patching, optimization, on/offboarding of applications, multi-domain integration, application integration, and associated technical and functional support. O&M support also extends to testing, validation support, and quality assurance.
Provide business transformation support to include process documentation, training, change management, and communications support
Systems Assessments:
o The Vendor must conduct a comprehensive assessment of multiple technology systems currently available and in use at the FBI to determine the optimal set of systems that best align with the FBI’s operational, strategic, and financial needs o Vendor must also provide a separate comprehensive assessment of multiple technology systems currently available in the market and in use at the FBI to determine the optimal set of systems that best align with the FBI’s operational, strategic, and financial needs. For example, the potential use of the TRIRIGA replacement, Maximo Real Estate and Facilities
(MREF)
o FBI will then coordinate with the Vendor on an agile implementation towards the optimal solution o Perform System evaluation: Identify, review, and compare multiple systems relevant to the
FBI’s functional requirements
Requirements Alignment:
o Assess each system’s ability to meet current and anticipated organizational needs, including scalability, interoperability, and compliance with applicable standards o Incorporate the potential use of mobile devices for on-the-go facilities management o Deliver an assessment that considers a dual-enclave approach: Secret/Air Gap and Unclassified
Cost analysis:
o Provide a detailed breakdown of ongoing license costs, subscription fees, and any other recurring expenses associated with each system o Evaluate maintenance and support costs, including upgrades, vendor support agreements, and internal resource requirements o Present a Total Cost of Ownership (TCO) analysis of the full lifecycle costs of each system, including acquisition, implementation, training, licensing, and maintenance
Risk assessment o Identify potential risks (financial, operational, technical) associated with each system o Propose mitigation strategies to address identified risks
Recommendation Report:
o Deliver a final recommendation report with a clear recommendation of the optimal system(s), supported by quantitative and qualitative analysis o Coordinate with the FBI on an agile implementation plan towards the optimal technology portfolio solution, focusing on a strategy and timeline to transition away from TRIRIGA by Sept 2027 as the priority
Deliverables o A written Assessment Report including system comparisons, cost models, and recommendation report o A Presentation of Findings to FBI stakeholders, highlighting key insights and rationale for the recommended system(s) o Supporting documentation of all data sources, assumptions, and methodologies used in the analysis
Performance Standards o The Vendor must ensure that all analyses are objective, evidence-based, and free from conflicts of interest o Recommendations must be actionable, financially sustainable, and aligned with the FBI’s strategic goals
All deliverables must be provided in both electronic and print-ready formats.
