This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division on February 9, 2026, seeking market research on mobile device security evaluation capabilities using wireless access methods. The RFI number is 15F067-26-PN-MEA02. The Government is determining whether commercial products currently exist that meet its needs, and if not, it seeks to understand industry capability and interest in developing a solution under a Prototype Other Transaction Agreement (OTA) pursuant to 50 U.S.C. § 3024(n)(6) and 10 U.S.C § 4022. The RFI does not constitute a Government obligation to procure items or issue a solicitation, and responses will not be accepted as offers.
Respondents must submit a white paper by February 25, 2026, consisting of a cover letter and technical approach. The cover letter requires company information (name, address, contact details, business size, SAM registration, UEID, NAICS codes, clearance status), contractor status (non-traditional designation, facility clearance level), vehicle information (BIC, FSS, Government-wide contracts, subcontracting needs, conflicts of interest), and commercial terms (period of performance, estimated cost, contract type preference, CLIN structure, and intellectual property ownership concerns). The technical approach must address whether existing commercial products meet requirements, development capability if no product exists, identified risks and concerns, alternative solutions, and any Government-furnished equipment or information needed. Questions must be submitted by February 13, 2026, to the Agreements Officer, Marie Agrinzoni, at Meagrinzoni@fbi.gov. All submissions must be unclassified and concise.

Date: 2/9/2026
The Federal Bureau of Investigation (FBI) is conducting market research to identify potential sources and assess the availability of a commercial product or solution for evaluation of mobile device security using a wireless access method. The Government seeks to determine whether a commercial product currently exists that satisfies the identified need. If no such product exists, the Government is interested in understanding the capabilities and interest of industry in developing a solution under a Prototype Other Transaction Agreement (OTA) (50 U.S.C. § 3024(n)(6) and 10 U.S.C § 4022).
The information contained herein only initiates communication with industry in order to assess market potential. No solicitation document exists currently. This Request for Information (RFI) does not constitute a Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers.
